Description
About the Role:
The PRS Level 3 Clinician delivers intensive, trauma-informed clinical services to Unaccompanied Children (UC) and their sponsor families post-release, in compliance with the Office of Refugee Resettlement (ORR) Policy Guide Section 6. Level 3 PRS is reserved for children experiencing heightened vulnerabilities or special circumstances such as psychological needs, family conflict or crisis, safety risks, or educational challenges.
PRS Level 3 Clinicians are responsible for completing age-appropriate comprehensive assessments, creating individualized clinical plans (e.g., Safety Plans, Behavioral Plans, Crisis Management Plans), and delivering services that support family stabilization and safe integration into the community. Clinicians operate under a trauma-informed, evidence-based framework and utilize culturally and linguistically appropriate practices.
These services are delivered nationwide, with Rising Ground providing PRS support to Unaccompanied Children and their sponsors in multiple states across the U.S.
What You’ll Do:
Provide Level 3 intensive clinical services to a caseload of Unaccompanied Children and sponsors, ensuring all interventions comply with ORR Policy Section 6. Conduct timely and thorough risk and needs assessments at initial contact and ongoing intervals to determine eligibility and appropriateness for Level 3 services. Develop and implement individualized, trauma-informed clinical interventions such as TF-CBT and family stabilization strategies. Conduct weekly in-person sessions with the minor and sponsor for the first 45–60 days and transition to monthly in-person or virtual visits when appropriate, in accordance with ORR guidelines. Deliver psychoeducation on trauma, resilience, and mental health to children and sponsor families. Actively link, assist, and support children and families in connecting to appropriate community-based services, including medical, behavioral health, educational, and legal resources. Identify and address barriers to service access, including interpretation of needs, transportation, documentation, and service eligibility. Facilitate care coordination and collaborate with service providers to ensure continuity of care. Address issues including but not limited to abuse, trafficking risk, school engagement, medical and behavioral health needs, and legal service linkage. Collaborate with ORR Project Officers, PRS Supervisors, and community providers to ensure service continuity and safety. Maintain accurate and timely documentation in ORR’s case management system and adhere to all required timelines. Identify and respond to safety concerns by submitting Notifications of Concern (NOCs) within 24 hours and following state-mandated reporting laws. Participate in 24/7 on-call rotation as needed to provide emergency response and clinical guidance. Your Qualifications:
Driver's License Master’s or Doctoral degree in social work, psychology, sociology, or related behavioral science with clinical training. Licensed or license-eligible (e.g., LMSW, LMHC, LCSW). At least one year of experience providing clinical services to children and/or families, preferably in immigration, child welfare, or trauma-focused settings. Demonstrated knowledge of child development, trauma-informed care, and family systems. Bilingual in English and Spanish required. Strong documentation, communication, and organizational skills. Familiarity with TF-CBT or other evidence-based practices preferred. Ability to travel for home visits and field-based support. Supervisory Responsibility
This position does not have direct supervisory responsibilities. The PRS Level 3 Clinician will work independently with guidance and support from their supervisor and other team members, collaborating closely on case management and service delivery.
Work Environment:
This hybrid role requires three in-office days and two remote days per week, with flexibility for after-hours, weekend, and holiday support as needed.
Position Type/Expected Hours of Work:
This is a full-time position. While the program primarily operates Monday through Friday from 9:00 AM to 5:00 PM, staff frequently need to be available after hours, on weekends, or during holidays to address client needs and availability and ensure timely completion of reports.
Additional Requirements
Ability to work independently and as part of a team in a fast-paced, high-demand environment. Must be willing to travel frequently for case-related work, including out-of-state travel by car or plane, with overnight stays as needed. Ability to manage responsibilities across time zones and maintain compliance with federal timelines. Strong documentation, crisis response, and communication skills are essential.
