The positions require expertise in experimentation methodologies, operations research, modeling and simulation, and analytical decision-support techniques supporting Navy and Marine Corps operational priorities.</p><hr><h2>Key Responsibilities</h2><h3>Experimentation Planning & Operational Analysis</h3><ul><li>Develop and support Data Collection and Analysis Plans (DCAPs) for experimentation and operational assessment activities.</li><li>Conduct operational analysis and experimentation planning supporting ONR Global S&T initiatives.</li><li>Apply Operations Research methodologies to evaluate operational effectiveness and technology performance.</li><li>Support Modeling and Simulation activities associated with experimentation and prototype technology assessments.</li><li>Support Wargaming, Technology Innovation Games (TIG), and other analytical activities to evaluate operational concepts and emerging technologies.</li><li>Conduct technical analysis supporting government decision-making regarding S&T investments and prototype development initiatives.</li></ul><h3>Technical Assessment & Reporting</h3><ul><li>Analyze technical data, operational outcomes, and experimentation results to assess capability effectiveness and mission relevance.</li><li>Develop technical execution reports, analytical summaries, and assessments of S&T portfolio progress.</li><li>Prepare executive-level briefings, technical reports, and analytical products supporting ONR Global leadership.</li><li>Update collaboration portals, technical repositories, and reporting systems as required.</li><li>Support technical coordination activities across government, operational, and research stakeholders.</li></ul><h3>Stakeholder Coordination & Collaboration</h3><ul><li>Coordinate with ONR Program Officers, ONR Global Science Advisors, operational warfighters, acquisition sponsors, OPNAV representatives, TYCOM stakeholders, and members of the Naval Research & Development Establishment (NR&DE).</li><li>Provide technically proficient communications supporting experimentation activities, operational assessments, and S&T portfolio initiatives.</li><li>Support collaborative analysis efforts involving Warfare Centers, Labs, System Commands, and research organizations.</li><li>Assist leadership in identifying operational priorities, experimentation opportunities, and technology transition pathways.</li></ul><hr><h2>Minimum Required Qualifications</h2><ul><li>Active Top Secret US Government security clearance at time of contract award.</li><li>Master’s Degree from an accredited college or university in:<ul><li>Civil Engineering</li><li>Mechanical Engineering</li><li>Materials Engineering</li><li>Industrial Engineering</li><li>Or closely related engineering or physical sciences discipline.</li></ul></li><li>Minimum 10 years of experience supporting Science & Technology development programs.</li><li>Demonstrated knowledge and experience in:<ul><li>Experimentation Planning</li><li>Operations Research methodologies</li><li>Data Collection and Analysis Plans (DCAP)</li><li>Modeling and Simulation</li><li>Wargaming</li><li>Technology Innovation Games (TIG)</li><li>Analytical methods supporting executive decision-making for S&T investments.</li></ul></li><li>Experience producing technical execution reports and documenting technical progress of S&T portfolios.</li><li>Experience updating collaboration sites, technical repositories, and analytical reporting systems.</li><li>Strong analytical, technical writing, and executive communication skills.</li></ul><hr><h2>Desired Qualifications</h2><ul><li>Strong communication and stakeholder engagement skills supporting collaboration with:<ul><li>ONR Program Officers</li><li>ONR Global Science Advisors</li><li>Operational Warfighters</li><li>Acquisition Sponsors</li><li>OPNAV and TYCOM representatives</li><li>Engineers and Scientists within the NR&DE.</li></ul></li><li>Demonstrated understanding of the Naval Research Enterprise (NRE), including:<ul><li>ONR organizational structure</li><li>Roles of ONR Program Officers</li><li>Roles of Science Advisors</li><li>Navy S&T technology development and transition processes.</li></ul></li><li>Experience supporting Navy experimentation, operational assessment, or advanced technology evaluation programs.</li><li>Experience supporting RDT&E, operational analysis, or defense innovation initiatives.</li><li>Familiarity with Warfare Centers, Naval Labs, SYSCOMs, and UARC environments.</li></ul>",
