CITY OF EVANS EMPLOYMENT ANNOUNCEMENT Job Title: Public Works and Maintenance Technician-Water I.II.III Department: Public Works & Utilities FLSA Status: Non-exempt Division: Water Reports To: Water Distribution Superintendent Classification: Full-time Regular Requisition: 1691 Salary Range: Hiring Range: $28.07-$40.99/hour $28.07-$35.14/hour Opening Date: Friday, May 15, 2026 Closing Date: Open Until Filled NATURE OF WORK: The Public Works and Maintenance Technician-Water I.II.III is u nder general supervision and performs a wide variety of semi-skilled and skilled work in operation, maintenance, and repair of the City’s water system. Positions in this class are flexibly staffed and are normally filled by advancement from level I or, when filled from the outside, require previous and directly related experience. Public Works Maintenance Technician-Water I : The Public Works Maintenance Technician-Water I is under general supervision; this is the entry-level class in the Public Works Maintenance Technician-Water series. Employees are not required to have directly related work experience. Employees assigned to this class are expected to perform a wide variety of tasks related to the maintenance, repair and construction of water, stormwater, and street infrastructure. Work is observed and reviewed both during performance and upon completion. Once trained in specific tasks, employees are expected to work with limited supervision. Public Works Maintenance Technician-Water II : The Public Works Maintenance Technician-Water II is u nder general supervision; this is the mid-level class in the Public Works Maintenance Technician-Water series. Employees assigned to this class are expected to perform a wide variety of skilled and technical assignments related to the maintenance, repair and construction of water, stormwater, and street infrastructure . Positions at this level may oversee moderate projects. Must be willing to train less experienced technicians. They will also lead other Technician I’s in the field if and when directed by the supervisor. ​ Public Works Maintenance Technician-Water III : The Public Works Maintenance Technician-Water III is u nder general supervision; this is the most advanced class in the Public Works Maintenance Technician-Water series. Employees assigned to this class are expected to perform a wide variety of skilled and technical assignments related to the maintenance, repair and construction of water, stormwater, and street infrastructure with minimal instruction. Positions at this level will oversee moderate to complex projects. Employees will train less experienced technicians. They will also lead other Technician I’s and II’s in the field if and when directed by the supervisor. ESSENTIAL DUTIES, KNOWLEDGE, SKILLS, AND ABILITIES Public Works Maintenance Technician-Water I: Employee possesses the knowledge, skills, and abilities to perform all the essential duties of the job safely and satisfactorily, including, but not limited to municipal governance, teamwork, problem-solving, relationship-building, customer service, detail oriented, technology/equipment proficiency, policy adherence, time management, result-orientation, research and analyzing data, decision-making, self-motivation, stewardship, integrity, and upholding our EDGE core values. Ability to listen to, read, understand, and communicate the English language both orally and in writing so others can understand, such as correspondence, report writing, and emails. To support consistent high-quality service for our community and each other, it is the expectation of all employees to be punctual and have good attendance and to communicate effectively for scheduling conflicts or when taking leave according to city policy. Able and willing to learn job related skills and regulations. May perform temporary traffic control, including maintenance of traffic control devices and street signage, flagging, and directing traffic at work sites and controlling related safety functions at job sites Performs water pipeline maintenance; assists in the installation, repair, and replacement of service and main lines. Repair, replacement and exercising and maintenance of water valves and fire hydrants. Responds to water main and water service line breaks and leaks, performs necessary repairs to water lines and restores service. May read water meters and records consumption. Identify addresses for new meters. Identifies and addresses water meter equipment problems; activates and deactivates meters. Inventories meter equipment; performs meter maintenance. Performs meter and radio installations and change-outs and shut-offs as required. Performs general maintenance to include rough carpentry, pipefitting, installation and repair of fence and guardrails, painting, plumbing and basic electrical work and more. May assist in building and removing concrete and wood forms; assists in mixing, setting, troweling, and finishing concrete and cement. Assists in performing routine service and maintenance on motor vehicles and equipment. Assists with city snow removal. May operate vehicles used in construction and maintenance such as mowers, tractors, excavators, pickups, dump trucks with plows, snowplows, street sweepers, backhoes, jet/vac trucks, front-end loaders, skid steer loaders, motor graders and more. Operates air compressor and pneumatic air tools, chain saws, bush cutters, jackhammers, tampers, concrete saws, and pressure power washers. Uses hand tools to include wheelbarrows, rakes, shovels, and rollers. Performs minor, routine maintenance and inspections on all equipment used. Patrols and inspects ditch system facilities for damage, leaks, vandalism, or other needed repairs. Performs field maintenance duties in the operation, repair, and reconstruction of the City’s raw water ditch system. Cleans up debris and litter; performs landscape maintenance including clearing debris, brush, trees, and tree limbs from ditches, burning of ditch banks, reservoir areas and right-of-way areas. Repairs and maintains headgates, dams, and pipelines. Installs and maintains flumes, meters, and gauges. records readings from flow charts, clocks, meters, and gauges. May locate city utility lines. May operate and maintain non-potable irrigation pump stations. Required to be on occasional 24-hour, rotating, on-call status as scheduled. May be assigned to special city events such as the trash cleanup event and others. May apply herbicides and pesticides in accordance with all applicable laws and regulations always using required PPE. May enter confined spaces utilizing proper personal protective equipment (PPE), related safety equipment and entry permits if certified. Performs weekend, evening, and holiday work when necessary. Ability to learn basic construction and repair work, including areas of carpentry, plumbing, painting, and cement work. Understands and practices trench safety at all times. Public Works Maintenance Technician-Water II : In addition to previous requirements: Knowledge of general operational procedures of a water distribution system. Knowledge of the functions of water system meters and related fixtures. Knowledge of the basic function and requirements of backflow control devices. Knowledge of basic pipe fittings and repair fittings. Knowledge of basic pesticide safety and application. Knowledge of pump station maintenance, operation and repairs. Knowledge of the techniques and materials used in the maintenance and repair of but not limited to, streets, storm drains, water lines, and water system meters. Knowledge of and ability to detect the defects and faults likely to occur in construction, maintenance, and repair work. Ability to safely and correctly operate dumps trucks, skid steers, backhoes, wheels loader, equipment trailers, mini excavators, and hydro vacs. Ability to learn basic repair work in irrigation systems and water distribution. Ability to correctly use a multimeter and voltage detector. Skill in the proper operation, repair, and installation of fire hydrants. Basic understanding of water isolation. Public Works Maintenance Technician-Water III : In addition to previous requirements: Operates and maintains non-potable irrigation pump stations. Leads field techs as directed by the supervisor. Identifies and corrects any safety issues in the field. Able to operate full size excavators. Able to correctly locate water utilities. Able to use resources to locate and isolate water supply independently. Ability to correctly test, report, and manage water for chlorine and quality. Knows all state water monitoring regulations. Able to manage an emergency water break/leak with minimal assistance. Familiar with and able to install and maintain all common water pipe and fittings. EDUCATION, EXPERIENCE, AND LICENSURE Required: Public Works Maintenance Technician-Water I : High School diploma or equivalent; equivalent combinations of education and experience may be considered. 1 year of experience in construction, utilities, or other similar trades. Valid Colorado Driver’s License or ability to obtain within six months of hire. Possession of, or ability to obtain, a class “B” commercial driver’s license within six months of employment. Possession of, or ability to obtain, First Aid and CPR certifications within six months of employment. Colorado Department of Transportation Flagger certification or ability to obtain in 6 months. Preferred: Bilingual in English and Spanish. Experience in public/municipal sector. Experience with any water related trade such as plumbing. Public Works Maintenance Technician-Water II : In addition to previous requirements: 2 years of related experience in Public Works, Utility work, , irrigation, water distribution or closely related field. Colorado Department of Transportation Flagger certification or ability to obtain in 6 months. Confined Space certification or ability to obtain in 6 months. Possession of Level I Water Distribution certification. Equivalent combinations of education and experience may be considered. ​ Public Works Maintenance Technician-Water III : In addition to previous requirements: 4 years of related experience. Minimum of three years of working in water distribution. Possession of Level II Water Distribution certification. Four relevant certifications related to water management. Equivalent combinations of education and experience may be considered. PHYSICAL AND WORKING ENVIRONMENT *The physical demands here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to exercise mental and visual concentration, listen, talk, stand, reach, twist, demonstrate manual dexterity, walk on level, uneven and slippery terrain, turn, kneel, bend, stoop, squat, balance, crouch, crawl, grasp, pinch, and making repetitive hand movement in the performance of daily duties. The employee will need to lift, carry, and push tools, equipment and supplies weighing up to 117 pounds on an occasional basis and 20 to 50 pounds on a frequent basis. The employee will need to climb ladders, work in Confined Spaces, use power equipment/tools that produce vibration and noise, and work in Work Zones with moderate to heavy traffic. The employee regularly works in damp or wet conditions. The employee regularly works in all outside weather conditions near moving equipment in areas with elevated noise levels and where chemicals may be utilized.
