Job Duties: • Coordinates with process owners to identify system requirements, develop functional design specifications and solve complex operational problems. • Oversees the training of staff prior to the implementation of technical and/or computer systems and offers advice and guidance during the implementation process. • Assists in defining testing plans and coordinating testing activities for IT systems. • Develops and implements timely solutions to support agency and IT initiatives. • Coordinates and/or participates in the development and execution of enterprise level strategies and technical direction, including establishing processes and procedures for executing. • Evaluate and compare technical solutions to propose technical recommendations and direction. • Coordinates projects that cross functional agency systems and external entities to include, planning, and scheduling during project development and implementation stages. • Ability to understand and write SQL in Microsoft SQL or Oracle Databases. Minimum Qualifications: • Graduation from an accredited four-year college or university with coursework in computer science, computer information systems, management information systems, or a related field is generally preferred. Education and experience my substitute for one another on a year for year basis. Preferred Qualifications: • Experience managing professional licensing applications from vendors such as Accela. • Proficiency in JavaScript • Certifications in programming, business analysis or similar. • Ability to use systems logs to trace and resolve errors in scripting environment. • Ability to parse and interact with JSON payloads Knowledge, Skills, and Abilities: • Excellent teamwork, decision making and initiative skills • Strong analytical and project skills. • Excellent problem-solving in relationship management skills with a proactive and open approach to conflict resolution. • Ability to use appropriate interpersonal styles and communication methods to influence and build effective and strategic relationships among diverse groups of people at all levels within the organization. • Ability to facilitate, adapt and deliver effective organizational change. • Ability to be self-directive, understanding how to prioritize among conflicting tasks. Environmental & Physical Conditions: Normal office work environment, mostly sedentary in nature. Involves speaking to groups of people. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping, and bending; and safely lifting and carrying items weighing up to 30 pounds. Work involves extensive phone usage and repetitive hand/wrist/finger motions while using the computer.
