The role supports Telesat’s compliance with the regulatory framework underpinning the operation of Telesat’s GSO satellites and NGSO constellation in the three main regulatory arenas: International (International Telecommunication Union (ITU)), the U.S. (Federal Communications Commission (FCC)) and domestic (Innovation, Science and Economic Development Canada (ISED)).
The incumbent is responsible for obtaining, managing and maintaining the spectrum regulatory approvals required for Telesat’s space segment, including licences issued by ISED, the FCC, and other relevant authorities; leading Telesat responses to relevant telecom consultations and proceedings; and support to engineering-led international frequency coordination activities.

Role Responsibilities:
Lead activities related to Telesat’s Canadian and U.S. space station spectrum licences through ISED and the FCC, respectively, including applications for new and amendments to existing licences; prepare documentation required to ensure compliance with licence conditions
Monitor U.S. and Canadian regulatory and policy developments to identify risks and opportunities for Telesat; lead Telesat submissions in response to relevant consultations and proceedings; contribute to Satellite Industry Association (SIA) and multi-party submissions
Lead activities related to applications and other submissions to other Canadian government departments and agencies, including Global Affairs Canada (GAC) and the Canadian Radio-television and Telecommunications Commission (CRTC)
Prepare and submit, directly or in consultation with U.S. regulatory counsel, materials related to FCC space station licence applications
Lead strategy associated with ITU filings supporting the spectrum rights of the Telesat fleet, in consultation with engineering
Draft, present, and defend contributions in domestic, regional and international fora such as the ITU, CEPT and CITEL, as appropriate
Provide spectrum regulatory advice and support to engineering, business development, and other internal teams
Education and Experience required:
Legal background in Telecom I.e. (lawyer)
Technical undergraduate degree (Science or Engineering) is an asset
Minimum 5 years of experience in the telecommunications sector, preferably within the satellite industry
Excellent written and verbal communication skill in English
Strong regulatory research, analysis and policy development skills
Experience with Canadian and U.S. regulatory frameworks for satellite licensing, including familiarity with the ITU Radio
Regulations and associated procedures, is an asset
Eligibility to participate on the Canadian delegation to the ITU
Demonstrated ability to prepare regulatory filings and policy submissions
Strong organizational skills and the ability to manage multiple projects simultaneously
Ability to work independently while collaborating effectively within cross-functional teams
Ability to perform effectively in fast-paced or time-sensitive environments
Decision Making and Supervision:
Identifies requirements and initiates appropriate actions;
Exercises professional judgment to make sound decisions and drive processes to conclusion.
There are no direct reports in this role at the present time
Provides guidance to internal teams and works collaboratively to prepare information required for regulatory filings and consultations.
Working conditions:
Primarily in-office, with optional work-from-home on Wednesdays.
Exceptions to in-office requirements may be considered on a case-by-case basis.
International travel may be required, primarily to support ITU meetings and events.
