Description
To serve as an agency expert for the storage tank remediation program.
This position requires that the selected candidate complete a Statement of Personal Economic Interests as a condition of employment, per the Code of Virginia § 2.2-3118.2.
Please note this position follows a hybrid work schedule to include both in-office and telework. Candidates must be able to work from the assigned work location in Virginia.
Responsibilities
Responsibilities include:
Manage, administer, and monitor the storage tank remediation program to ensure the program is operating effectively and efficiently. Provide the highest level of technical advice and guidance to central and regional office staff, localities, and the regulated community. Monitor and refine UST remediation regulations and guidance, develop training, draft policy and procedures, and ensure statewide compliance with regulations.
Qualifications
The successful candidate will possess:
Comprehensive knowledge of State and Federal Leaking UST program, applicable regulations, codes, and industry standards. Practical experience in geology, hydrogeology, waste management, groundwater contamination and site assessment techniques, groundwater and leaking UST remediation technology, risk assessment techniques, surface water cleanup techniques. Experience with the Virginia solid and hazardous waste regulations as they pertain to petroleum contaminated media. Knowledge of procurement and contract law, including the Virginia Public Procurement Act, and statewide and internal procurement policies and practices. Knowledge of federal grant/financial management principles. Experience in planning, developing, implementing, directing, managing, and evaluating complex programs over a statewide area. Demonstrated ability to solve complex problems and lead programs/teams, program and project management skills Skills in regulation development and interpretation Complex problem solving; time management, public speaking. Written and interpersonal communication skills and PC operation. Coursework or equivalent work experience in geology, hydrogeology, environmental science. Work experience demonstrating excellent work ethic and independent work skills. A Real ID or U.S. passport is required to access certain facilities. This position may require you to operate a state owned or leased vehicle. Therefore, a valid driver's license is required. Must complete Virginia State and Local Conflict of Interest Act Training (bi-annually).
