    "ExternalDescriptionStr": "<p><span class=\"text-small\" style=\"font-family:inherit;\"><strong>The Director, Government Programs- Data &amp; Engineering drives the execution of data use and adoption for Government Programs and CFO areas. This role promotes the use of AI, automation, and best-in-class technology across teams; will partner with business, technology, product, and operations leadership to lead the delivery of business imperatives.</strong></span></p><p><span class=\"text-small\" style=\"font-family:inherit;\"><strong>The Director will ensure access to accurate and high-quality data and provide support for reporting, analytics, and modeling across finance, controller, actuarial, UW, and Government Programs. The role leads the design of member level constructs across CFO, Commercial, MA, JVs. The Director also supports working with IT and ensuring migration of off legacy analytics systems (CADE/IDAP) as well as support for reporting and visualization creation working with business partners.</strong></span></p><ul><li><span class=\"text-small\" style=\"font-family:inherit;\">Drive coordination with enterprise stakeholders (e.g., IT, ACoE) alongside the Actuarial, Finance, Underwriting, and Government Programs Planning &amp; Consulting group to execute priorities.</span></li><li><span class=\"text-small\" style=\"font-family:inherit;\">Execute member level construct build and maintenance (across CFO, Commercial, Medicare Advantage, Joint Ventures).</span></li><li><span class=\"text-small\" style=\"font-family:inherit;\">Support data mitigation efforts working closely with IT.</span></li><li><span class=\"text-small\" style=\"font-family:inherit;\">Develop goals and objectives for assigned business units that support the organization’s strategy, products, and services.</span></li><li><span class=\"text-small\" style=\"font-family:inherit;\">Lead and promote migration of off legacy analytics systems (CADE/IDAP) and adoption of the Informatics Environment.</span></li><li><span class=\"text-small\" style=\"font-family:inherit;\">Reporting and visualization creation using tools such as Tableau and Power BI.</span></li><li><span class=\"text-small\" style=\"font-family:inherit;\">Direct review of tools and technologies for improving performance and reducing costs.</span></li><li><span class=\"text-small\" style=\"font-family:inherit;\">Direct the activities of assigned business units including strategic planning, problem-solving, staff development and communication.</span></li><li><span class=\"text-small\" style=\"font-family:inherit;\">Prepare presentations and technical reports in a clear and concise manner to communicate new solutions, operational metrics and project status to management and other interested parties</span></li><li><span class=\"text-small\" style=\"font-family:inherit;\">Collaborate across business units with key stakeholders to align business objectives.&nbsp;</span></li><li><span class=\"text-small\" style=\"font-family:inherit;\">Oversee the development and implementation of business unit policies, systems, and processes.</span></li><li><span class=\"text-small\" style=\"font-family:inherit;\">Lead, direct, evaluate and develop business unit leadership and team members.</span></li><li><span class=\"text-small\" style=\"font-family:inherit;\">Provide effective and efficient solutions to complex business problems.</span></li></ul><p><span class=\"text-small\" style=\"font-family:inherit;\"><strong>QUALIFICATIONS</strong></span></p><ul><li><span class=\"text-small\" style=\"font-family:inherit;\">Bachelor’s Degree in Information Systems, Computer Applications, Business Administration, Finance, Accounting, or related field required.&nbsp;</span></li><li><span class=\"text-small\" style=\"font-family:inherit;\">Master’s Degree in related field preferred.</span></li><li><span class=\"text-small\" style=\"font-family:inherit;\">Minimum eight (8) to ten (10) years of progressive responsibility in an IT data &amp; reporting environment with demonstrated technical knowledge.</span></li><li><span class=\"text-small\" style=\"font-family:inherit;\">Experience within the healthcare insurance industry is highly preferred.</span></li><li><span class=\"text-small\" style=\"font-family:inherit;\">Five (5) years of experience in project management and systems development preferred.</span></li><li><span class=\"text-small\" style=\"font-family:inherit;\">Previous experience leading a team is required.</span></li><li><span class=\"text-small\" style=\"font-family:inherit;\">Extensive business knowledge of health care markets and concepts preferred.&nbsp;</span></li><li><span class=\"text-small\" style=\"font-family:inherit;\">Experience in designing and utilizing data warehouses, big data, data mining and Business Intelligence tools (Tableau, Power BI, Python, Business Objects, AWS, and/ Databricks) required.</span></li><li><span class=\"text-small\" style=\"font-family:inherit;\">Strong working knowledge (developing functions, stored procedures, triggers, embedded and dynamic SQL in PL/SQL or Transact SQL) of databases, SQL and programming languages required.</span></li><li><span class=\"text-small\" style=\"font-family:inherit;\">High level of proficiency (experience in using Analytical Add-ins - GoalSeek, DataAnalysis, Scenario Manager, Macros and VBA Code) in using Microsoft Office Applications (Microsoft Word, Excel, Access, and PowerPoint).</span></li><li><span class=\"text-small\" style=\"font-family:inherit;\">Knowledge of Facets, MetaVance, rating and quoting tools preferred.</span></li><li><span class=\"text-small\" style=\"font-family:inherit;\">Ability to lead and direct technical staff, project managers and business analysts.</span></li><li><span class=\"text-small\" style=\"font-family:inherit;\">Ability to develop productive relationships with people at all levels of the organization.</span></li><li><span class=\"text-small\" style=\"font-family:inherit;\">A high level of evaluative, analytical, and problem-solving skills.</span></li><li><span class=\"text-small\" style=\"font-family:inherit;\">Data engineering to build scalable data pipelines and semantic layers</span></li><li><span class=\"text-small\" style=\"font-family:inherit;\">Understanding of Government Programs and payer finance, actuarial, and analytical processes, with the ability to translate between business needs and data/analytics requirements.</span></li><li><span class=\"text-small\" style=\"font-family:inherit;\">Ability to effectively lead, coach and develop team members.&nbsp;</span></li><li><span class=\"text-small\" style=\"font-family:inherit;\">Ability to foster teamwork and work effectively in a cross-functional team environment.</span></li><li><span class=\"text-small\" style=\"font-family:inherit;\">Strong organizational, planning, analytical and problem-solving skills.</span></li><li><span class=\"text-small\" style=\"font-family:inherit;\">Advanced knowledge of corporate organizational structures, including functional responsibilities.</span></li><li><span class=\"text-small\" style=\"font-family:inherit;\">Advanced verbal, written communication, and interpersonal skills.</span></li><li><span class=\"text-small\" style=\"font-family:inherit;\">Ability to influence others to achieve business unit objectives.</span></li></ul><p><span class=\"text-small\" style=\"font-family:inherit;\">All qualified applicants will receive consideration for employment without regard to, among other grounds, race, color, religion, sex, national origin, sexual orientation, age, gender identity, protected veteran status or status as an individual with a disability.&nbsp;</span></p>",
