Description Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Our MISSION is to help ensure the security of the United States and its allies by providing high-hazard experimentation and incident response capabilities through operations, engineering, education, field, and integration services and by acting as environmental stewards to the Site’s Cold War legacy. Responsibilities The Procurement Supervisor II is responsible for leading a team of procurement specialists to execute strategic sourcing agreements and subcontract formation activities to include acquisition planning, solicitations, and proposal evaluations. The supervisor in this position will focus on implementing the procurement continuous improvement activities and resulting actions, collaborating across internal supply chain teams, and customers, to maximize overall Procurement Department effectiveness, setting team and employee expectations that align with MSTS Goals, holding themselves and their employees accountable to execute in supporting the mission. Key Responsibilities Lead team to identify opportunities to pursue long term strategic agreements to expedite the procurement process and enable the mission. Assist with development of department goals and objectives as a key member of the Procurement management team; involves monitoring and evaluating performance via metric data and established goals and directives. Collaborate with supply chain team to identify process improvements to drive timely performance while maintaining compliance. Lead team to ensure that Procurement requirements are met and our customers get what is needed by the delivery date per our Acquisition plan. Coach and ensure employees remain encouraged and engaged while performing a high level of work at a high level of quality and compliance. Follow and hold employees accountable to established Procurement Processes, use company methods to change the Procurement Processes as needed/when needed to ensure legal, ethical, moral, and contractual. Provide support to the various functions within the Procurement Department, support to upstream Program and Project Planning, support to outlying MSTS areas, support to the Small Business Program Lead, support the mission. Ensure procurement metrics and reporting needs are met and delivered to Leadership, support corporate reporting requirements, support to Supply Chain initiatives and MSTS initiatives as needed and requested. Represent the Procurement Department in the development and communication of departmental policies and procedures related to the Procurement user community, for execution of those policies and procedures in the most cost effective, compliant and efficient manner. Coach and mentor the direct staff, motivate other Procurement user personnel in the execution of their part of the procurement process to ensure their success in the execution of their duties. Review payroll entries for accuracy and approve team member weekly time charges; plan work to be accomplished by subordinates; outlining training schedules and establishes priorities within the team. Conduct team performance evaluations and participate in the recruiting, interviewing, selecting, and orienting of staff. Qualifications Bachelor’s degree or equivalent training and experience, plus a minimum of 8 years of related and progressively responsible experience. Master's Degree in Business Administration, preferred. Government procurement and subcontracting experience a plus, DOE/NNSA experience preferred. Background in personally executing construction, services, and/or supplies procurements with a record of verifiable cost savings; exposure to both Federal Government and commercial procurement methodologies; working knowledge of the Federal Acquisition Regulation (FAR). Experience in making technical presentations and recommendations to management, senior level stakeholders, customers and vendors as appropriate. Demonstrated skills and experience in computerized procurement systems, and proficient with MS Office (Word, Excel, PowerPoint, and Access) software package. Demonstrated skill to plan, organize, lead, and monitor a wide variety of team efforts to their successful completion. Must have excellent oral and written communication skills to effectively interface both internally and externally at all levels of management and staff including NNSA/DOE customers. Demonstrated skill to establish and maintain strong and effective customer relationships, and to anticipate change and adjust promptly and effectively. The primary work location will be at the Losee Road facility in North Las Vegas, Nevada. (candidates must be willing to relocate if not local, relocation package available). Flexible work schedule can be negotiated with the manager; employees can work 4/10, 5/8, 9/80. Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing. Must possess a valid driver’s license. MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 , “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted. Department of Energy Q Clearance (position will be cleared to this level).
