We are seeking a Senior Project Controls Specialist (Aviation) to join our Facilities Sector. The ideal candidate will be responsible for monitoring and analyzing cost and contract performance across LAWA’s Capital Program using PMIS and related systems. This position develops programmatic cost‑control policies, procedures, and reporting tools, and conducts independent reviews throughout the project life cycle—including budgeting, invoicing, progress reporting, resource management, and closeout. The role supports development and administration of the Program Services Budget, collaborates with Risk Management to assess and report project and program risks, and works closely with Finance, Estimating, and Controls teams on asset capitalization and expenditure forecasting. Additional responsibilities include training cost engineering staff, ensuring consistent and accurate cost‑recording practices, and supporting internal and external audit activities.</p> \n<h2>Responsibilities</h2>\n<ul>\n <li>Using the client’s PMIS and other sources, reviews cost and contract performance of the Capital Program and report variances and risks</li>\n <li>Develops programmatic policies, procedures, and reports to ensure proper cost controls across the Capital Program.</li>\n <li>Performs independent analysis of project cost and contract performance throughout the project life cycle, including but not limited to, budgeting, invoice processing, progress reporting, resource management, and closeout.</li>\n <li>Assists in the development of and administers the client’s Program Services Budget.</li>\n <li>Collaborates with the Program Risk Manager to properly calculate and report project and programmatic risks.</li>\n <li>Works to develop tools and coordinates cost recording, monitoring, and reporting practices for compliance with applicable standards accuracy and consistency.</li>\n <li>Assists and trains cost engineering staff across the Capital Program.</li>\n <li>Collaborates with Finance and the Estimating team on the Asset Register and project Capitalization.</li>\n <li>Collaborates with Controls staff on Expenditure Forecasting.</li>\n <li>Support controls efforts to respond to internal and external audits.</li>\n</ul>\n<h2>Qualifications</h2>\n<ul>\n <li>15 years or more of experience, preferably on airport projects.</li>\n <li>Bachelor’s degree in engineering, project management, business or other related field.</li>\n <li>Previous project controls experience on a large-scale, multi-million dollar construction project required.</li>\n <li>Experience on a large-scale aviation-related project is required. Experience evaluating and reporting on at least two types of Alternative Delivery methods is required.</li>\n <li>Demonstrated success on the job, as evidenced by satisfactory performance, acceptance of responsibility and growth in previous positions.</li>\n <li>Proven accuracy, reliability and completeness in job accomplishment.</li>\n <li>Must be a self-starter attitude with proactive, results-oriented focus; and willing and capable to assume additional responsibilities.</li>\n <li>Effective oral and written communication skills.</li>\n <li>Must be able to interface with a variety of people with different technical levels and educational backgrounds; must be detail-oriented and highly organized; and must be able to produce accurate and timely results while maintaining a customer-service attitude.</li>\n <li>Must present a “can-do” spirit within the controls team inspiring them to produce consistently accurate results at a fast pace.</li>\n <li>Demonstrated ability to understand a demanding, technical and complicated construction program; and the ability to communicate progress and issues to a technical-and management-level audience.</li>\n <li>Expertise in other Project Controls disciplines (scheduling, estimating, risk management) strongly desired.</li>\n <li>Demonstrated proficiency with Microsoft Office suite of software products, e.g. Excel, Word, PowerPoint, etc.</li>\n <li>Experience with industry PMIS systems such as PMweb, etc.</li>\n <li>Experience with Adobe Acrobat is required.</li>\n <li>Experience with Primavera Project Planner Version 6.0 or higher is desirable.</li>\n</ul>\n<p>Preferred Qualifications:</p>\n<ul>\n <li>Master’s degree preferred.</li>\n <li>Optional Certification may include AAAE, LEED, PMP, PE, AICP, PMISP etc., or any other relevant Professional Licensure or Certifications.</li>\n</ul>\n<p>Salary Range: $155,000 to $175,000 yearly</p>\n<p>Location: Los Angeles, CA</p>\n<p>Work Environment: Hybrid. Telework - Monday and Friday.
