Description

Overview To support the Enforcement & Compliance (E&C) team in managing a record-high volume of AD/CVD cases, easing workload demands and creating a potential pipeline for future full-time analysts. Position Overview: The Finance/Accounting Specialist III will serve as a senior-level subject matter expert supporting complex antidumping and countervailing duty (AD/CVD) investigations for the Department of Commerce. This position plays a critical role in analyzing cost submissions, identifying and resolving accounting issues, and contributing to key memoranda and determinations. Working under general supervision, the Specialist will apply deep expertise in accounting principles and cost analysis to ensure the accuracy and integrity of financial data used in trade enforcement decisions. This role offers a unique opportunity to support fair trade practices while gaining insight into the federal regulatory process. Background The Enforcement and Compliance (E&C) unit within the International Trade Administration (ITA) at the Department of Commerce plays a critical role in promoting fair trade and supporting U.S. commercial competitiveness. E&C enforces U.S. Trade Remedy Laws to counteract the harmful effects of unfair foreign trade practices. Through antidumping (AD) and countervailing duty (CVD) cases, E&C helps ensure U.S. firms and workers can compete on a level playing field both domestically and globally. Responsibilities Analyze cost submissions and accounting filings for assigned antidumping (AD) duty cases. Identify and propose solutions to complex accounting and cost issues impacting trade remedy cases. Prepare well-documented, accurate cost calculation adjustments for both preliminary and final case determinations. Draft and contribute to the Office of Accounting (OA) sections of memoranda, briefing papers, and Issue and Decision Memoranda, including content for court filings. Develop long-range plans and objectives to support the preparation of accounting schedules, exhibits, and financial summaries. Review accounting documents to verify accuracy of calculations and ensure consistent application of relevant policies, procedures, and standards. Collaborate with team members across the Enforcement & Compliance unit to support timely and accurate case outcomes. Maintain detailed documentation and audit trails to support case analysis and ensure transparency. Qualifications A minimum of 8 years of experience in accounting, cost analysis, or a related financial field. Demonstrated expertise in accounting principles, financial analysis, and cost examination techniques. Strong analytical and problem-solving skills with the ability to interpret complex financial data. Experience preparing financial or policy memoranda, reports, or other formal documents. Familiarity with trade remedy law or international trade regulations (preferred, but not required). Ability to work independently under general supervision and manage multiple assignments simultaneously. Excellent written and verbal communication skills. High level of attention to detail and accuracy. Education Bachelor’s degree in Accounting, Finance, Economics, or a related field (or equivalent experience). Certification(s) Certifications are not required; however, candidates holding the following credentials will receive special consideration: CPA (Certified Public Accountant) CMA (Certified Management Accountant) CFE (Certified Fraud Examiner) Work Hours: Work under this task order will be conducted Monday through Friday during normal business hours , excluding Federal holidays and periods when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government-directed closures. Overtime is not anticipated but may be required based on the needs of the Enforcement & Compliance (E&C) unit. All overtime must be pre-approved in writing by the Contracting Officer and will only be authorized for specific situations where statutory deadlines cannot be met through regular work hours. Compensation The hourly range for this position is approximately $31 to $57 per hour. Compensation will be discussed in greater detail during the interview process to ensure alignment with experience, qualifications, and role requirements. Compensation Disclaimer: The compensation range provided represents a general guideline. Final compensation will be determined at the Company’s discretion based on factors including, but not limited to, relevant experience, skills, education, internal equity, geographic location, and contract requirements. Location and Work Hours This position is 100% on-site and requires daily reporting to the following location: Herbert C. Hoover Building 1401 Constitution Avenue NW Washington, D.C. Remote work and telework arrangements are not authorized for this position. Candidates must reside within a reasonable commuting distance of the worksite and be able to reliably report on-site as required. Work under this task order will be performed Monday through Friday during standard business hours , excluding Federal holidays and any periods in which the Government facility is closed due to local or national emergencies, administrative closures, or other Government-directed shutdowns. Overtime is not anticipated ; however, it may be required based on the operational needs of the Enforcement & Compliance (E&C) unit. All overtime must be pre-approved in writing by the Contracting Officer and will only be authorized in limited circumstances where statutory deadlines cannot be met within regular working hours.
