    "ExternalDescriptionStr": "<p><strong>Salary Range: &nbsp;$24.19/hour - $38.95/hour &nbsp; &nbsp; Salary Range: &nbsp;16 &nbsp; &nbsp; FLSA: &nbsp;Nonexempt</strong></p><p><strong>Purpose of Classification:</strong></p><p>The purpose of this classification is to oversee and conduct inspections and project oversight for construction projects to ensure adherence to applicable codes, regulations, contracts, design specifications, and quality standards.<br><br><strong>Essential Functions:</strong><br><br>The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.<br><br>Leads and coordinates daily work activities of assigned crew or co-workers; confers with supervisor to obtain direction regarding work assignments and priorities; organizes tasks in order to complete assigned work; monitors status of work in progress and inspects completed work; confers with co-workers, assists with complex/problem situations, and provides technical expertise; assists with training and instructing co-workers regarding operational procedures and proper use of equipment; and assists with supervision of co-workers by reporting employee problems and providing input on disciplinary action and employee performance evaluations.<br><br>Conducts inspections and project oversight for a broad range of construction and maintenance projects, which may include water and wastewater infrastructure, land development, roads, drainage, equipment installation, and other structures and installations.<br><br>Coordinates and oversees contractors engaged in construction projects on behalf of the County; conducts weekly contractor meetings; schedules and coordinates inspections and meetings with County departments and other state and federal agencies; anticipates, prioritizes, and times inspections to minimize interference with project progress; provides guidance in unique construction situations; and negotiates and resolves discrepancies with contractors.<br><br>Coordinates pre-construction activities and meetings; performs initial site assessments; ensures right-of-ways are secured; researches utility locations, staging, and other conditions using GIS, plats, courthouse property records, CCTV reports, and other sources; and anticipates constraints and technical challenges likely to impact projects.<br><br>Inspects construction materials and workmanship for quality and contract compliance; visits project sites; assesses site conditions; takes samples as needed for testing; verifies material quantities match contracts and invoicing; and uses various tools, gauges, and test equipment to measure and check for proper construction work.<br><br>Inspects construction projects for adherence to safety protocols; project schedules; documentation requirements; and federal, state, and County codes, standards, and regulations.<br><br>Reviews contracts, change orders, construction drawings, engineering reports, specifications, and project progress reports to evaluate project compliance.<br><br>Approves pay applications, material orders, and as-built drawings.<br><br>Maintains records and prepares reports and documentation, including inspection reports, job cost estimates, and project estimates for materials, equipment, parts, tools, and labor.<br><br>Investigates and responds to citizen complaints; explains projects, policies, and procedures; identifies and assesses problems; determines appropriate remedies; and issues work orders or schedules work as needed.<br><br>Performs emergency response work; implements preparation and restoration strategies in advance of and after inclement weather or other County emergencies; assesses hazards and damages; and prioritizes and initiates work orders.<br><br>Collaborates with superintendents, work crews, utility companies, EPA, GDOT, Corps of Engineers, and other agencies to coordinate work.<br><br><strong>Minimum Qualifications:</strong></p><p>Associate degree in Civil Engineering, Construction Management, or a related field required; five years of experience in construction inspection, construction project management, civil engineering, or public works construction to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.</p><p><strong>Specific License or Certification Required:</strong> Must possess and maintain a valid Georgia driver’s license. Select positions require Water and Wastewater Systems Operator Licenses. Select positions require Class A CDL. Select positions require Georgia Soil and Erosion Level 1B certification<br>&nbsp;</p>",
