JOB SUMMARY:
The DORS Program Manager oversees the planning, delivery, and compliance of vocational rehabilitation and employment services funded through the Maryland Division of Rehabilitation Services (DORS) . This position provides leadership, guidance, and supervision to Employment Specialists, and Community Support Professionals delivering assessments, job development supports, job coaching services, and short-term employment supports.
The DORS Program Manager ensures services align with DORS policies, timelines, funding authorizations, and reporting requirements , while promoting high-quality, person-centered employment outcomes for individuals with disabilities. This role serves as a primary liaison with DORS counselors and internal leadership, ensures regulatory compliance, supports staff development, and reinforces the organization’s mission and values.

Salary Range: $70,000 -$75,000 annually
ESSENTIAL FUNCTIONS:
Staff Supervision, Development, and Oversight
Directly supervise a multidisciplinary team that may include Employment Specialists, Job Developers, and Community Support Professionals. Provide structured supervision and coaching to direct reports through regular 1:1 meetings focused on performance, service quality, documentation accuracy, and employment outcomes. Coordinate with the Director of Training regarding onboarding, orientation, and field-based training for new staff. Ensure staff maintain all required certifications and training related to Vocational Rehabilitation Services, including DORS-specific documentation and service expectations. Conduct performance evaluations, probationary reviews, and ongoing feedback in collaboration with People Operations. Participate in recruitment, interviewing, and selection of employment service staff as needed. Promote professional development for all Employment Specialists related to evidence-based employment practices, including job development, employer engagement, and supported employment for all employment specialists.
Program and Service Delivery Oversight (DORS-Focused)
Oversee the delivery of all DORS-authorized services including: Employee Development Services Job Development Job Development Prep Job Coaching (on-site and off-site) Pre-ETS (future service) Benefits Counseling (future service) Ensure services are delivered in accordance with Individualized Plans for Employment (IPEs) and DORS authorizations. Monitor service timelines to ensure timely progress toward employment outcomes. Ensure accurate alignment of service delivery with authorized funding to prevent service disruptions. Collaborate closely with DORS counselors to communicate progress, address barriers, and adjust services as needed. Support the coordination of employer engagement, job placement, and fading of support where appropriate. Participate in the development and implementation of new programs focused on improving employment outcomes for people with I/DD both internally and externally – with a focus on building new programs in-house that are funded through DORS or other entities. Ensure individuals are seen consistently, and services are delivered as authorized.
Documentation, Billing, and Compliance
Ensure timely, accurate completion of all required DORS documentation, including progress notes, job development reports, job coaching reports, and case summaries. Review and approve DORS service reports prior to submission to billing. Collaborate with billing and finance staff to ensure accurate invoicing and reconciliation of DORS-funded services. Monitor staff documentation for quality, accuracy, and compliance with state and agency standards. Prepare and gather documentation for audits, utilization reviews, or DORS monitoring activities. Participate in all activities related to creating, updating, or reviewing the Cooperative Agreement between Opportunities Inc. and the Division of Rehabilitation Services.
Quality Assurance and Risk Management
Collaborate with leadership to address incidents, service concerns, and performance issues in a timely and professional manner. Ensure all staff understand and comply with incident reporting and risk management protocols. Conduct internal reviews to ensure adherence to DORS regulations, ethical standards, and best practices. Identify service gaps, trends, and opportunities for continuous quality improvement.
Collaboration and Stakeholder Engagement
Serve as a key liaison between the organization and Maryland DORS counselors, supervisors, and state partners. Build and maintain strong working relationships with employers, community partners, schools, and referral sources. Expand DORS services to new areas throughout the state. Attend internal and external meetings, community events, and transition fairs related to vocational rehabilitation and employment services. Collaborate with other Program Managers to ensure consistency of services across programs.
Administrative and Operational Responsibilities
Approve staff timesheets, mileage, and expenses within required timeframes. Monitor overtime and staffing coverage, ensuring appropriate approvals and continuity of services. Support scheduling and staffing coordination to meet individual service needs. Assist with tracking staff assignments, caseloads, and service capacity. Provide Best Practices support and training to both DDA – Employment Specialists and DORS – Employment Specialists. Utilize agency technology systems to track service delivery, documentation, and outcomes.
QUALIFICATIONS AND DESIRED SKILLS
Bachelor’s degree in Rehabilitation, Human Services, Social Work, Education, or a related field required; Master’s degree preferred. Minimum of 5 years of experience working with individuals with disabilities in vocational rehabilitation, employment services, or a related field. Demonstrated knowledge of Maryland Division of Rehabilitation Services (DORS) programs, requirements, and service models preferred. Experience supervising staff in community-based employment or rehabilitation settings. Strong knowledge of person-centered and evidence-based employment practices. Excellent organizational, analytical, and problem-solving skills. Strong written and verbal communication skills. Proficiency with Microsoft Office and electronic documentation systems. Ability to manage multiple priorities and meet deadlines in a fast-paced environment. Cultural competence and ability to work effectively with diverse populations. Valid driver’s license, reliable transportation, and willingness to travel throughout Maryland as needed.
