This role ensures all engineering, maintenance, design, and optimization activities align with State objectives and comply with operational, security, and technical standards. Duties and Responsibilities: Provide end-to-end oversight for all WAN, LAN, MAN, firewall, and transport network components. Serve as senior technical advisor to the client for all network engineering and network architect matters. Lead engineering teams during troubleshooting of complex routing, switching, and transport-related issues. Approve major configuration changes, design packages, and engineering recommendations. Oversee capacity planning, performance analysis, and lifecycle management. Ensure network resilience, redundancy, and failover designs meet State requirements. Coordinate with vendors for escalated support cases, software upgrades, and hardware remediation. Maintain mastery-level understanding of routing protocols (OSPF, BGP, MPLS, EVPN), security standards, and fiber transport systems. Ensure network documentation is accurate, complete, and continuously updated. Support major incidents as Tier 3 escalation authority, including after-hours emergencies. Qualifications Education and Years of Experience: Must possess a bachelor’s degree in computer science, information systems, engineering or other related discipline. Must possess a senior-level network engineering certificate (must be current) such as Cisco Certified Internetwork Expert (CCIE), Juniper Networks Certified Internet Expert (JNCIE), or an equivalent advanced networking certification. At least (10) years of experience demonstrating expertise in designing, implementing and managing complex network infrastructures. Demonstrated experience with large backbone networks and fiber infrastructure Proven experience in design, implementation and troubleshooting of complex network architectures. Reporting Deliverables: Network Architecture Diagrams - Updated schematics of WAN topology and infrastructure components. Implementation Plans - Detailed deployment strategies and timelines for business as usual and new network solutions and projects. Cost-Benefit Recovery Analysis - Compilation of financial, last mile service delivery options, break even analysis, cost-benefit model and benefit quantification summary. Last-Mile Redundancy Options Report - Concise assessment, by agency, of feasible last-mile redundancy solutions, including technical designs, cost estimates and implementation considerations to enhance network and end user site locations. Strategic Project Summary - High-level report outlining core network initiatives with emphasis on capacity, resiliency, cost optimization and operational autonomy, including financial investments on projected return on value. Minimum Requirements: Network Design and Architecture - Lead the development of network designs that meet performance, scalability and security requirements. Implementation and Oversight - Oversee deployment of network solutions to ensure they are executed in full compliance with project requirements, technical specifications and quality standards, while meeting established timelines. Maintenance and Optimization - Direct proactive maintenance, upgrades and tuning of the WAN to maximize performance and reliability. Team Leadership - Supervise network engineering teams, providing technical guidance, training, peer reviews and performance oversight.
