Description
Summary: The Permitting Analyst is responsible for executing end-to-end permitting services for energy and infrastructure projects, including oil and gas, renewables, and related facilities and linear infrastructure. The role supports assigned projects from intake through approval, including preparation of permit applications and supporting documentation, coordination of internal inputs, and agency submittal follow-through. The Permitting Analyst maintains accurate status and timeline visibility for Project Managers and clients, supports routine agency coordination and deficiency responses, and ensures permit deliverables are accurate, complete, and agency-ready.
The Permitting Analyst coordinates permitting work across internal teams (Project Management, Survey, Engineering, GIS) and external stakeholders (clients, agencies, and vendors) to ensure submittals align with applicable federal, state, and local requirements. Typical scopes include county and municipal permits, state oil and gas commission filings (e.g., ECMC, TX RRC, WOGCC, NMOCD), and federal permitting (e.g., BLM ROW/APD), along with permit condition tracking and compliance support through post-approval reporting and closeout as assigned.
Expected Results in the role: Permitting requests are executed end-to-end with clear scope, required inputs, and realistic timelines established early and maintained through approval. Submittals are accurate, complete, and agency-ready with minimal rework, supported by consistent QA/QC checks and documentation standards. Permitting tasks are visible and actively managed with reliable status tracking, due dates, and ownership clearly communicated to Project Managers and clients. Agency coordination is timely and professional, including routine follow-up and deficiency responses, with appropriate escalation when requirements, schedules, or conditions change. Internal coordination is effective across Project Management, Survey, Engineering, and GIS to obtain inputs on time and prevent downstream delays. Permit conditions and assigned post-approval obligations are tracked and supported through execution, including reporting and closeout needs that impact field work and project deliverables. Essential Duties & Responsibilities: Permitting Delivery and Execution
Execute permitting work for assigned projects from intake through approval, including application preparation, supporting exhibits, and submittal packaging. Confirm permit scope, required inputs, dependencies, and target timelines with the Project Manager and internal teams. Prepare and submit permit applications for local, state, and federal jurisdictions as assigned, following agency requirements and client standards. Track permit status, approvals, conditions, and expirations; document requirements, constraints, and next steps and communicate impacts to the project team. Support permit condition tracking and assigned post-approval obligations, including required reporting, notifications, and closeout documentation. Agency, Client, and Internal Coordination
Coordinate with agencies to confirm procedures, timelines, and documentation requirements; document communications and outcomes. Respond to routine agency questions and deficiency requests; coordinate corrections and resubmittals; escalate higher-risk issues as needed. Coordinate with clients and internal teams (Project Management, Survey, Engineering, GIS) to obtain required inputs, resolve data gaps, and maintain schedule alignment. Provide clear and timely status updates to Project Managers and clients, including risks, dependencies, and action items. Quality, Documentation, and Process Discipline
Produce accurate, complete permitting deliverables consistent with company standards; apply QA/QC checks prior to submittal. Maintain organized project records and document control from initial intake through final approval and closeout. Use and contribute to checklists, templates, and documented processes to reduce rework and improve predictability. Identify recurring issues or bottlenecks and recommend process improvements to the Permitting Supervisor. Reporting and Visibility
Maintain accurate task lists, due dates, and permit status tracking in department systems; keep permitting timelines current and visible. Provide recurring updates to the Permitting Supervisor on workload, deadlines, constraints, and risks; support reporting needs as required. Supervisory Responsibilities: None. May provide task-level guidance to Permit Technicians as assigned; no direct supervisory responsibility. Required Skills & Abilities: Required
Permitting execution: Demonstrated ability to prepare, coordinate, and submit permitting packages across local, state, and federal jurisdictions; able to manage multiple concurrent permits with competing deadlines. Regulatory process knowledge: Working knowledge of permitting workflows and agency expectations for energy and infrastructure projects, including typical requirements for state oil and gas commissions and federal land permitting (e.g., BLM). Project coordination: Strong ability to manage intake, scope confirmation, dependencies, and deliverable schedules; anticipates constraints and communicates impacts early. Quality and attention to detail: Produces accurate, complete, agency-ready submittals; consistently applies QA/QC practices, checklists, and documentation standards. Communication: Clear, timely communication with Project Managers, clients, agencies, and internal teams; able to document requirements, decisions, and status updates. Client service and professionalism: Maintains professional presence and responsiveness; handles agency and client interactions with sound judgment and appropriate escalation. Organization and prioritization: Able to run a permitting queue, prioritize effectively, and maintain reliable tracking of tasks, due dates, and ownership. Technical proficiency: Proficient with Microsoft 365 (Outlook, Teams, Excel, Word); comfortable learning and using permitting portals, project tracking tools, and document management systems. Independent work habits: Able to work effectively in a remote environment, maintain responsiveness during core business hours, and meet deadlines with minimal supervision. Preferred
Multi-jurisdiction experience: Experience supporting permitting across multiple counties and agencies, with familiarity across varying requirements and submittal expectations. Agency-specific familiarity: Prior experience with ECMC, TX RRC, WOGCC, NMOCD, and/or BLM permitting processes and common submittal requirements. Permit conditions and closeout: Experience tracking permit conditions, post-approval reporting, and closeout requirements through project execution. Process improvement: Experience developing checklists, templates, SOPs, dashboards, or workflow improvements that reduce rework and increase visibility. Professional services delivery: Experience supporting multiple clients and projects simultaneously in a consulting/professional services environment. Education: High school diploma or equivalent. Experience: 3+ years of experience in permitting, regulatory support, or compliance tracking for energy and infrastructure projects (oil and gas, renewables, and related facilities and linear infrastructure). Permitting experience: Demonstrated experience preparing and submitting permit applications and coordinating supporting documentation for local, state, and/or federal jurisdictions. Coordination experience: Experience coordinating with internal teams and external stakeholders (Project Managers, clients, agencies, and vendors) to meet timelines and quality expectations. Education: Associate’s or Bachelor’s degree in Environmental Science, Natural Resources, Planning, GIS, Engineering, or a related field.
