State Title: Manager V
This position is required to work at TxDMV Headquarters in Austin, TX with part-time telecommuting (subject to change).
GENERAL DESCRIPTION
Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.
Performs advanced (senior-level) managerial work administering the daily operations and activities of the Information Technology Services Division (ISTD) Infrastructure Services Technical Support Services team. Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating System Support Services activities and functions; developing and evaluating budget requests; and monitoring budget expenditures. Supervises the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
ESSENTIAL DUTIES
Manages day-to-day activities of staff in the ITSD Infrastructure Services Support Services team.
Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities.
Oversees the ITSD inventory program and the inventory coordinator.
Oversees the coordination and planning for the effective deployment and surplus of department equipment at headquarters, regional service centers, and tax assessor collector offices; including researching equipment, making recommendations for equipment acquisition, defining installation plans and training, managing vendor service delivery contracts, and coordinating with project managers for large deployment projects.
Work with ITSD leadership to identify future resourcing and capacity needs, including developing technical specifications and requirements.
Oversees the analysis, testing, and modification of new or existing information systems.
Confers with ITSD leadership to develop strategic plans and long- and short-term goals for the department.
Develops and implements techniques for evaluating Technical Support Services activities.
Plans and develops a budget in coordination with Infrastructure director, evaluates budget requests, monitors budget expenditures, and makes adjustment as necessary.
Manages licensing renewals and purchasing processes to ensure continuous licensing and support with no breaks in services.
Plans, implements, coordinates, monitors, and evaluates policies and procedures; and monitors compliance with policies and procedures.
Prepares management and productivity reports; and reviews and approves documents and reports developed by employees to ensure professional quality and appearance, appropriate content, consistency, and responsiveness.
Identifies areas of needed change and makes recommendations to improve operations.
Provides technical expertise and guidance regarding questions related to the Technical Support Services team.
Oversees the implementation of changes resulting from new legislation.
Oversees special investigations, program analyses, research studies, and internal audits.
Supervises the work of others.
May travel up to 10% of the time. May include overnight travel. May require working extended hours and some evenings and weekends, as needed.
Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures.
Performs other job-related duties as assigned.

MINIMUM REQUIREMENTS
Education and Experience

Minimum of five (5) years’ experience in a IT support/technical services role and four (4) years of managerial or supervisory experience.
Experience may be substituted for education on a year-for-year basis.
