    "description": "<h2>Overview</h2>\n<p>DecisionPoint seeks a <strong>Senior Developer (Survivor Portal)</strong> to lead software development for the Defense Casualty Information Processing System (DCIPS) <strong>Survivor Web Portal</strong>, a secure and isolated platform supporting survivors and families of fallen service members. The portal enables account creation, consent management, e-signature, event participation, and resource access while integrating seamlessly with the DCIPS Future ecosystem. </p>\n<p> </p>\n<p>The Senior Developer will design, build, and sustain scalable, accessible, and compliant web applications across <strong>AWS GovCloud IL2–IL5 environments</strong>, ensuring data integrity, user privacy, and system resilience throughout Agile release cycles. </p>\n<p> </p>\n<p><em>This position is fully remote. </em></p>\n<h2>Duties & Responsibilities</h2>\n<p>The <strong>Developer, Senior (Survivor Portal)</strong> will: </p>\n<ul>\n <li>Lead the full-stack development of the <strong>Survivor Portal</strong>, implementing modular, reusable code for portal features including <strong>account creation, consent forms, and e-signature workflows</strong>. </li>\n</ul>\n<ul>\n <li>Develop secure, responsive <strong>front-end interfaces</strong> using modern frameworks (React, Angular, or Vue) that adhere to Section 508 accessibility and UX standards. </li>\n</ul>\n<ul>\n <li>Integrate <strong>RESTful APIs</strong> and manage <strong>secure, limited data exchanges</strong> between the Survivor Portal and DCIPS Future while ensuring isolation and compliance with DoD cybersecurity mandates. </li>\n</ul>\n<ul>\n <li>Implement authentication and <strong>role-based access control</strong> (e.g., SAML, OAuth 2.0) to support secure survivor access and identity management. </li>\n</ul>\n<ul>\n <li>Build and maintain <strong>serverless and microservices-based</strong> back-end components in AWS GovCloud using technologies such as Lambda, ECS, and RDS. </li>\n</ul>\n<ul>\n <li>Support <strong>DevSecOps automation</strong>, integrating CI/CD pipelines, containerization (Docker/Kubernetes), and automated testing frameworks. </li>\n</ul>\n<ul>\n <li>Ensure portal compliance with <strong>RMF, DISA STIG, and Zero Trust</strong> security requirements. </li>\n</ul>\n<ul>\n <li>Develop APIs supporting <strong>event calendars, survey integration, and resource recommendations</strong> per TOR feature requirements. </li>\n</ul>\n<ul>\n <li>Conduct code reviews, optimize system performance, and troubleshoot integration or data validation issues. </li>\n</ul>\n<ul>\n <li>Participate in Agile ceremonies—stand-ups, retrospectives, and sprint planning—to ensure iterative delivery aligned with stakeholder expectations. </li>\n</ul>\n<ul>\n <li>Collaborate closely with UX/UI designers, data engineers, and DevOps personnel to deliver a high-quality, user-centric platform. </li>\n</ul>\n<ul>\n <li>Contribute to <strong>system documentation</strong>, configuration management, and release notes for version control and sustainment. </li>\n</ul>\n<h2>Qualifications</h2>\n<p><strong>Clearance Requirement:</strong>  </p>\n<ul>\n <li>Must hold an active <strong>Secret clearance.</strong> </li>\n</ul>\n<p><strong>Education:</strong>  </p>\n<ul>\n <li>Bachelor’s degree in Computer Science, Software Engineering, or a related technical field. </li>\n</ul>\n<p><strong>Experience:</strong> </p>\n<ul>\n <li>Minimum <strong>7 years of experience</strong> in enterprise web application or portal development. </li>\n</ul>\n<ul>\n <li>Proven success developing secure, integrated systems in <strong>AWS GovCloud or equivalent IL-classified environments.</strong> </li>\n</ul>\n<ul>\n <li>Experience building <strong>case management or user access portals</strong> supporting high-security data environments. </li>\n <li><strong>OutSystems</strong> experience is strongly preferred.</li>\n</ul>\n<p><strong>Technical Knowledge:</strong> </p>\n<ul>\n <li>Expertise in <strong>Java, C#, or Python</strong> and modern web frameworks (React, Angular, or Vue). </li>\n</ul>\n<ul>\n <li>Proficiency with <strong>RESTful API design, JSON, and data exchange standards</strong>. </li>\n</ul>\n<ul>\n <li>Experience with <strong>containerization, orchestration (Docker, Kubernetes)</strong>, and <strong>CI/CD pipelines</strong> (GitLab CI, Jenkins). </li>\n</ul>\n<ul>\n <li>Understanding of <strong>AWS services</strong> (Lambda, RDS, S3, CloudWatch, IAM) and infrastructure-as-code (Terraform or CloudFormation). </li>\n</ul>\n<ul>\n <li>Familiarity with <strong>DoD cybersecurity controls</strong>, DISA STIG compliance, and RMF processes. </li>\n</ul>\n<ul>\n <li>Experience integrating <strong>third-party services</strong> (e.g., DocuSign, survey tools, or analytics). </li>\n</ul>\n<p><strong>Certifications (Preferred):</strong> </p>\n<ul>\n <li>AWS Certified Developer – Associate or Solutions Architect. </li>\n</ul>\n<ul>\n <li>CompTIA Security+ CE (DoD 8570 baseline). </li>\n</ul>\n<ul>\n <li>Certified Scrum Developer (CSD) or equivalent Agile certification. </li>\n</ul>\n<p><strong>Skills:</strong> </p>\n<ul>\n <li>Strong analytical and problem-solving skills in secure, cloud-based environments. </li>\n</ul>\n<ul>\n <li>Excellent collaboration and communication abilities across development, cybersecurity, and design teams. </li>\n</ul>\n<ul>\n
