Compensation Salary Schedule Overview To effectively plan, coordinate and supervise the Transportation Business and Support Services in an efficient and effective manner in support of Transportation Services and other work locations, and support functions consistent with the District’s expected ends/results and priority issues. Responsibilities and Qualifications QUALIFICATIONS: Bachelor’s degree from an accredited institution in Business Management, Human Resources, or related field; or any equivalent combination of related education, training and/or experience which provides the required knowledge, skills and abilities to perform the essential functions. Three (3) years of successful experience in personnel services or management services or related field. Demonstrated experience using related Microsoft Office software applications. SAP and HR related software experience preferred. The incumbent is considered to be “essential personnel” during an emergency and can be subject to being held over or called back to a district location at all times. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of all facets of transportation operation management, state statutes, state board of education regulations, federal DOT regulations and district policies is preferred. Knowledge of finance, budget development and procurement practices is preferred. Demonstrated leadership and management ability. Ability to use effective public relations skills; ability to analyze data; ability to use effective interview techniques, coaching procedures, and evaluation procedures; ability to effectively use problem solving skills; knowledge of group dynamics. Effective oral and written communication skills; knowledge of computer systems; ability to apply principles of Continuous Quality Improvement (CQI) in daily activities; skill in preparation of routine correspondence in support of transportation services. PHYSICAL REQUIREMENTS: Describes physical conditions of this position.Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated as Light Work. PHYSICAL ACTIVITY: Physical activities of this position. Percent of a typical day involved in each applicable activity is noted. PERFORMANCE RESPONSIBILITIES: ∗ Manifest a professional code of ethics and values.∗ Respond to internal and external customers in a timely, accurate, courteous and empathetic manner representing OCPS in a positive light.∗ Model the routine, intentional and effective use of technology in daily work, including communications, organization and management tasks.∗ Responsible for the management of all operations within the unit consistent with district priorities and district expected results.∗ Manage all functions and services in transportation business and employee services i.e. e-recruitment, drug testing, bus operator DOT physical examinations, issuing of uniforms, issuing of driving permits for all drivers of district vehicles (regardless of department), monitoring of motor vehicle records, maintaining of all work site files, monitoring of long term leaves, accounting, procurement and payroll procedures. With and through staff, develop plans and identify expected outcomes/results for each section of the unit.∗ Regularly review payroll reports to check for overtime and accuracy.∗ Perform other relevant duties and responsibilities assigned by the Senior Director of Transportation.∗ Collaborate with HR and Payroll on the development and implementation of HR policies and procedures in support of business needs and HR strategies.∗ Compliance with legal obligations, regulatory standards and labor relations practices.∗ Maintain a thorough knowledge in such areas as EEO, Fair Labor Standards, Wage and Hour, FMLA, and other regulatory requirements.∗ Accurately diagnose organizational issues, develop solutions, and implement them.∗ Interview, screen, and recruit job applicants to fill positions.∗ Monitor vacancies and communicate regularly with transportation administrators on vacancy needs.∗ Evaluate reports, decisions and results of department in relation to established goals.∗ Active participant in the district’s recruitment and retention efforts: i.e. attending and hosting job fairs, interviewing candidates, developing new strategies and programs to attract candidates.∗ Responsible for maintaining a high standard of customer service and consistently following departmental objectives.∗ Manage inventory and ordering practices for Transportation Services.∗ Keep the Senior Director, Director and Senior Administrator informed of critical issues of which they should be aware.∗ Participate in the maintenance of clear lines of communications, dissemination of information and decision making within the department, and between department staff and other work locations.∗ Follow the district’s policies and procedures as related to all HRMD guidelines and the district’s instructional initiatives.∗ Follow the district’s policies and procedures as related to fixed assets.∗ Develop leadership in subordinates.∗ Responsible for keeping up to date on current technology being used by OCPS. With the support of the district, attend training to ensure skill level in various technologies is at the level required to perform in current position.∗ Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise.∗ Responsible for self-development and keeping up to date on current research, trends and best practices relevant to the area of responsibility.Perform other duties and responsibilities as assigned by supervisor.* Essential Performance Responsibilities TERMS OF EMPLOYMENT: Non-bargaining Unit Compensation Plan, twelve months.
