Job Summary:
The Civil Engineer III – Transportation Engineer performs advanced professional engineering work related to transportation planning, traffic operations, development review, capital project delivery, and transportation system improvements. This position serves as a senior technical resource within the Engineering Division and manages complex transportation and infrastructure projects from planning through construction.
The Transportation Engineer coordinates with City departments, consultants, contractors, developers, utility providers, and regulatory agencies to support safe, efficient, and sustainable transportation systems. This position provides technical leadership, manages capital improvement projects, and supports transportation planning initiatives that align with City goals and community needs.
Experience, Education, and Skills:
Minimum Requirements:
Bachelor’s degree in Civil Engineering, Construction Management or a closely related field. Current Professional Engineer (PE) license (ability to obtain a Colorado PE license within 6 months of hire). Five years of experience in progressively responsible engineering-related positions. OR
Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job,
AND
Possession of a valid driver’s license.
Preferred Qualifications:
Master's degree in Civil Engineering, Construction Management or a closely related field. Professional Traffic Operations Engineer (PTOE) credential. Project Management Professional (PMP) credential. Seven (7) or more years of experience in municipal/public works engineering, including CIP program delivery. Experience with transportation planning, traffic operations, development review, and capital improvement project delivery. Experience utilizing traffic modeling, GIS, and transportation analysis software.
Knowledge, Skills, and Abilities:
Extensive knowledge of engineering principles, systems design, and infrastructure management across multiple disciplines Strong understanding of regulatory requirements, safety standards, and compliance frameworks applicable to engineering operations Ability to lead, mentor, and develop engineering teams while fostering a culture of accountability and continuous improvement Proven skill in strategic planning, project management, and execution of large-scale capital and maintenance projects Proficiency in analyzing complex technical data, identifying issues, and implementing effective, timely solutions Experience managing budgets, resource allocation, and cost control to ensure efficient operations Strong communication skills with the ability to present technical information clearly to both technical and non-technical audiences Demonstrated ability to prioritize competing demands and make sound decisions under pressure Knowledge of asset management practices, preventative maintenance programs, and lifecycle planning
Essential Functions:
Transportation Engineering and Project Management
Manage transportation-related capital improvement projects from planning and design through construction and closeout. Prepare and review engineering studies, transportation analyses, cost estimates, plans, specifications, and technical reports. Evaluate transportation system performance and recommend improvements related to safety, mobility, operations, and asset management. Support transportation planning initiatives, corridor studies, traffic operations projects, and multimodal transportation improvements. Review transportation impact studies, development proposals, permit applications, and construction documents for compliance with City standards.
Capital Improvement Program Delivery
Coordinate planning, design, construction, and implementation of transportation and infrastructure improvement projects. Monitor project budgets, schedules, consultant performance, and project deliverables. Review plans, specifications, and contractor submittals for compliance with project requirements. Support CIP planning and development of future transportation improvement projects. Assist with grant-funded transportation projects and funding opportunities.
Coordination and Collaboration
Coordinate with Streets, Traffic Operations, Stormwater, Utilities, Planning, Parks, and other City departments. Work closely with consultants, contractors, utility providers, CDOT, developers, and regulatory agencies. Respond to requests for engineering assistance from City departments, developers, consultants, and the public. Participate in regional transportation initiatives and interagency coordination efforts.
Technical Analysis and Reporting
Conduct technical research and evaluate engineering alternatives. Prepare reports, recommendations, presentations, and agenda materials. Analyze traffic, safety, operational, and infrastructure data to support decision-making. Provide project status updates related to scope, schedule, budget, and risk management.
Technical Leadership
Provide technical guidance and mentorship to engineering staff, technicians, consultants, and project teams. Support quality assurance and consistency in engineering standards and project delivery practices. Assist with consultant selection, scope development, and contract administration. Represent the Engineering Division at public meetings, stakeholder meetings, and project presentations. Performs other duties as assigned.
Supervisory Responsibilities: N/A
Travel: Standard Local Travel: This position requires occasional local travel within the County. Employees may be expected to walk or drive short distances to attend meetings, trainings, or perform work at other city buildings or partner sites.
Work Environment:
Office Environment: A standard office environment, which involves working at a desk or workstation for extended periods. The noise level is generally low to moderate, consistent with a typical office setting. Field Environment: Fieldwork may involve exposure to outdoor weather conditions, including heat, cold, rain, or snow. Work may take place on uneven or rough terrain, near construction sites, traffic or work zones, or in environments with moving machinery and equipment. Noise levels in the field can range from moderate to loud, depending on the project site. Work may involve attendance at evening meetings, public hearings, and emergency response coordination as assigned.
Physical Requirements:
This position requires a combination of office-based work and active fieldwork in a variety of conditions: Mobility: Requires minimal physical effort typically associated with clerical work, including occasional walking or standing. The ability to move throughout the office or work location is necessary, as well as the ability to walk, bend, stoop, reach, or navigate uneven terrain construction zones, and outdoor environments in varying weather conditions during occasional site visits or field inspections. Dexterity: Ability to perform repetitive motions for tasks such as typing, writing, and operating standard office equipment. Ability to climb stairs and ladders. Strength: Ability to lift and carry materials or equipment weighing up to 25 pounds occasionally. Endurance: Ability to sustain focus and attention necessary for extended periods of data analysis, planning, and reporting. Vision and Hearing: Sufficient visual acuity to read printed and digital materials, view computer screens, and interpret maps or diagrams. Adequate hearing to participate in verbal conversations, meetings, and virtual communications. Sufficient visual and auditory acuity to assess field conditions, monitor safety hazards, and communicate effectively in potentially noisy environments.
