    "description": "<h2>Description</h2>\n<p>Markon is seeking a Budget Formulation Analyst - SME level to support our Intelligence Customer to drive the success of the Intelligence Planning, Programming, Budget, and Execution Process. This role will primarily focus on the formulation side.</p>\n<h2>Responsibilities</h2>\n<ul>\n <li>Provide expert guidance and produce reports related to budget and financial activities for the component.</li>\n <li>Support budget program execution, ensuring alignment with available resources and programmatic goals.</li>\n <li>Generate budget reports for customer offices, components, and NIP programs, including funding and activity summary profiles.</li>\n <li>Assist in developing, reviewing, and responding to budget exercise submissions to align with organizational strategic goals.</li>\n <li>Aid in developing fiscal guidance and implementation schedules for each budget phase, subject to customer review and acceptance.</li>\n <li>Contribute to the development of Standard Operating Procedures (SOPs) and recommend process enhancements.</li>\n <li>Contribute to the development of budget analysis, financial data calls, and portfolio reviews.</li>\n <li>Aid the customer in developing and evaluating fiscal program builds for both internal components and IC-wide Programs.</li>\n <li>Draft narratives, vignettes, and input for the Congressional Budget Justification Book (CBJB) to Congress.</li>\n <li>Support the development and production of the CBJB National Intelligence</li>\n <li>Program missions of interest, special topics, and related sections.</li>\n <li>Generate talking points, briefings, products, reports, and congressional directed action responses pertaining to the NIP, delivering these to large interagency forums and working groups.</li>\n <li>Assess the IC budget across cross-functional areas and disciplines.</li>\n <li>Participate in the full cycle of intelligence planning, programming, budgeting, and evaluation.</li>\n <li>Collaborate with USG and IC partners through large interagency forums and working groups.</li>\n <li>Collect and analyze various financial reports and data calls through strategic portfolio reviews.</li>\n <li>Track congressional legislation and its impact on the NIP budget.</li>\n <li>Develop standard operating procedures and deliver training to customers.</li>\n <li>Develop and produce cost-benefit trade-offs and investment strategies for the NIP budget.</li>\n</ul>\n<h2>Qualifications</h2>\n<p><strong>Required:</strong></p>\n<ul>\n <li>Current and active TS/SCI Clearance with Counterintelligence (CI) Polygraph.</li>\n <li><p>Bachelor’s degree in Finance, Accounting, Economics, or a related field with 15+ years of relevant experience, or a Master’s degree with 12+ years of experience.</p></li>\n <li><p>A minimum of 7–10 years of experience in government budgeting, with at least 3–5 years in the Intelligence Community.</p></li>\n <li>Proven expertise of government budget formulation activities and adept familiarity with the intricacies of the Intelligence Planning, Programming, Budget, and Execution Process (IPPBE).</li>\n</ul>\n<h2>Salary Range</h2>USD $170,000.00 - USD $190,000.00 /Yr.The Markon pay range for this position is a general guideline only and not a guarantee of compensation or salary.
