Job Purpose: The Safety Codes Officer administers the Safety Codes Act and all Regulations pursuant to the Act including the Current Alberta Building Code, Canadian Electrical Code, Canadian Gas Code and Canadian Plumbing Code as directed by the Bylaws of the County of Grande Prairie No. 1, and the Quality Management Plans of the jurisdiction. Job Duties and Responsibilities: • Process applications for building, private sewage, electrical, plumbing and gas permits, including the review of drawings to ensure compliance with the Provincial Safety Codes, Municipal By-laws and other applicable laws. • Inspect all buildings during construction to ensure compliance with the approved plans, Provincial Safety Codes, Municipal by-laws and other applicable laws. • Maintain accurate and detailed records of inspections and investigations including updating the electronic building permit information system. • Conduct all relevant inspections, issue orders or notices relating to terms of permits and/or regulations violated, in accordance with established procedures including the preparation of evidence, producing documentation and recommending penalties before a judge or justice of the peace. • Research and respond to inquiries regarding the Provincial Safety Codes, Municipal by-laws for interpretation and enforcement. • Ensure duties are performed with the expressed aim of protecting the municipality from liability claims. • Conduct duties in accordance with established policies and procedures approved by Council, including communicating with the general public, members of Council and fellow staff, in such a manner as to facilitate harmonious relations. • Work with the Director of Planning and Council to develop policy options for the Planning and Development Services department. • Conduct plan reviews and process and issue permits in accordance with all applicable legislation and established procedures. • Prepare reports for the Director of Planning, the County Manager and Council as requested. • Prepare and respond to questionnaires, surveys and other requests for information from other municipalities, and the Provincial and Federal governments, related to Safety Codes matters. • Upon request, act as information link between consultants and solicitors on matters relating to the Safety Codes and the Building Code Act. Education, Experience & Credentials • Post-Secondary degree in Civil Engineering Technology or Architectural Technology or equivalent. • Qualified and registered with Municipal Affairs and Housing (QuARTS) in the minimum following categories: General Legal/Process (Chief Building Official); House; Small Buildings; Plumbing House; Plumbing All Buildings; Large Buildings. • Must hold certifications in one or more of these disciplines: Building Codes Level 1-3, Electrical, Plumbing, Gas, Sewage. • Five years’ experience in a municipal capacity as Chief Building Official, or other applicable experience involving the Building Code and the Building Code Act and other applicable by-laws. • Valid Class 5 driver’s license and acceptable driver’s abstract Knowledge, Skills & Abilities: • Knowledge and understanding of the Provincial Safety Codes, the Provincial Building Code Act, Provincial Plumbing Code, Fire Code and applicable Municipal, Provincial and Federal laws. • Able to develop fresh ideas that provide solutions to all types of workplace challenges. • Maximize time in order to accomplish as many tasks as possible in a timely manner while prioritizing as needed. • Display ongoing commitment to learning and self-improvement. • Take personal responsibility for the quality and timeliness of work; achieve results with limited oversight, including following guidelines, standards, regulations and principles. • Examine data to grasp issues, draw conclusions and solve problems. • Ability to see the big, long-range picture; align direction, products, services and performance with organization. • Earn the trust and respect of others through consistent honesty and professionalism in all interactions; diplomatically handle challenging or tense interpersonal situations. • Partner with clients to identify and resolve complex and sensitive issues. • Use mathematical techniques to calculate data or solve practical problems. • Enforce governmental and professional laws, rules, and regulations, and initiate enforcement actions in a way that the public perceives as fair, objective, and reasonable. • Clearly convey information to a variety of audiences. • Preserve effectiveness, drive and focus for extended periods of time, while maintaining composure in highly stressful or adverse situations. • Promote cooperation and commitment with the team towards the attainment of common goals. • Instill a high standard in customer service, including accuracy, consistency and completeness in all documents issued.
