About
The Intergovernmental Forum on Mining, Minerals, Metals and Sustainable Development (IGF)’s Global Mining Tax Initiative (GMTI) helps countries increase and manage mining revenues for sustainable development. Drawing on broad experience working with IGF member governments, the Secretariat offers this specialized and comprehensive program covering fiscal policy for the entire mining value chain, from exploration and development to mining, processing, mineral sales, and mine closure. The GMTI focuses on all aspects of fiscal policy, including taxes, royalties, and financial modelling and has unique expertise on international tax challenges related to the global mining sector, which is dominated by multinational companies. A new area of work is revenue management and distribution to channel benefits to affected communities.
In this context, IGF is undertaking two complementary streams of analytical work:
• The first stream relates to the Integrating Mining Revenue Distribution and Gender-Responsive Development initiative in Peru, developed in collaboration with the United Nations Population Fund. The initiative seeks to assess opportunities to strengthen mining revenue distribution mechanisms in Peru to better support gender-responsive development outcomes, particularly for women and girls in mining-affected regions.
• The second stream relates to the preparation of a mapping study on financial benefit-sharing models applicable to mining communities globally. This study will examine different forms of community benefit-sharing arrangements, including but not limited to community development agreements, support programs for micro-enterprises, infrastructural support mechanisms, local procurement measures, and employment-related initiatives.
The Challenge
Mining revenue governance and community benefit-sharing mechanisms are often fragmented, highly technical, and context specific. Comparative research across jurisdictions requires detailed legal, policy, institutional, and practical analysis.
The consultant will support IGF in conducting high-quality legal, policy, and comparative research to inform policy recommendations, diagnostic assessments, and knowledge products in these areas.
Scope of Work
The research assistant will work together with a senior member of the GMTI on the following tasks:
• Conduct legal, policy, and institutional research related to mining revenue distribution mechanisms in Peru.
• Support the mapping of fiscal instruments through which development outcomes may be achieved in mining regions and completion of best practices.
• Conduct comparative research on mining revenue distribution and benefit-sharing models implemented in other jurisdictions.
• Conduct a global mapping study of financial benefit-sharing models, including but not limited to community development agreements, local development funds, infrastructure support mechanisms, and employment initiatives.
• Prepare research summaries, comparative tables, annotated bibliographies, and draft analytical sections.
Qualifications and Experience
• Advanced university degree in mining law, public policy, economics, taxation, development studies, natural resource governance, or a related field.
• Demonstrated experience conducting legal, policy, and comparative research, preferably in the extractive sector.
• Knowledge of mining governance, mining fiscal regimes, community development frameworks, benefit-sharing mechanisms, or gender-responsive governance is highly desirable.
• Familiarity with mining revenue distribution mechanisms, community development agreements, or sustainable development issues in resource-rich jurisdictions would be an asset.
• Excellent analytical, drafting, and written communication skills in English and Spanish. Knowledge of French would be considered an advantage.
