Description
The Program Specialist leads optimization through analysis, monitoring and presenting recommendations through cost-benefit evaluations to improve overall surface vessel program outcomes. In addition, this role develops performance evaluation methodologies and delivers actionable insights to improve operational efficiency. Working closely with production teams, subcontractors, and program leadership, the Program Specialist drives operational efficiency through measurement, data analysis and implementation of initiatives for various shipyard processes.
Note: Due to business needs, this position is required to be fully on-site based at 825 Admirals Road, Victoria.
What you’ll do
Conduct quantitative and qualitative analysis to support strategic program initiatives. Translate complex operational data into clear summaries, actionable insights and recommendations for program leadership. Drive operational efficiency through cost-benefit analysis and business case development for improvement initiatives. Lead cross-functional operational efficiency initiatives on behalf of the Surface Vessels PMO, managing stakeholder alignment and deliverable tracking across departments. Conduct evaluations of industry trends, emerging risks, and best practices; translate findings into actionable recommendations for program leadership. Prepare presentations and reports to advise of project/program status, to be used for information and decision-making purposes. Assist senior program management in preparing, reviewing and updating project management plans, standard operating procedures and other program guidance documents. Other duties assigned by the Program Director.
What You'll Bring
Completion of a Degree in Engineering, Business Administration, Project Management, or related field. At least 5 years of progressive experience in project management, contracting, or technical operations in a shipyard environment or similar. Experience with naval or defense programs is an asset. Professional designation(s) are an asset. Ability to analyze large, complex datasets and identify trends, anomalies, and cost drivers. Demonstrated experience presenting analysis and recommendations to senior leadership or Executive audiences. Demonstration of exemplary business ethics, integrity and honesty in all situations. Excellent interpersonal, written, and verbal communication skills. Strong analytical and critical thinking skills; capable of taking initiative and solving complex problems. Ability to communicate effectively and efficiently, both in writing and in person. Proficiency in Microsoft Office Suite; experience with Oracle ERP systems is an asset.
