    "description": "<h2>Overview</h2>\n<p><strong><u>Employment in this role is conditional upon successful execution of the contract by the client.</u></strong></p>\n<p> </p>\n<p><strong><u>The Work</u></strong></p>\n<p>The Digital Project Manager has the responsibility for continuous oversight and management of vendor e-learning/digital projects, and those of a senior Instructional System Designer. This role works closely with the client and vendors to ensure that training needs are:  identified, correctly specified during conversion to objectives, that delivery mode(s) are appropriate for effectiveness and efficiency, that evaluations are pertinent and complete, that pre- and post-class support is well provided, and that the learner enrollment experience fully supports the her/his training.   Incumbent works closely with program offices, subject matter experts, multimedia specialists, programmers and instructional designers to design and develop student materials and instructional content that ensure FLETA standards are met. </p>\n<p> </p>\n<p>This position aligns with Cayuse’s core values of Innovation, Excellence, Collaboration, Adaptability, and Integrity by fostering technical solutions that meet customer needs, promoting teamwork, and prioritizing quality in deliverables.</p>\n<h2>Responsibilities</h2>\n<p><strong><u>Key Responsibilities</u></strong></p>\n<ul>\n <li>Evaluate full cycle training from development to delivery and long-term field support to identify potential projects for e-learning/digital courses/content</li>\n <li>Provide continuous monitoring with TDA unit chiefs, e-learning vendors, and TDA Division Chief to track training needs through to delivery\n  <ul>\n   <li>with Analysis to identify developing training trends</li>\n   <li>with ISM to assess design and delivery modes</li>\n   <li>with Accreditation and Evaluation to evaluate testing and survey feedback</li>\n   <li>with the Registrar to monitor student enrollment and student experience</li>\n   <li>meet with TRM representatives to monitor facility adequacies</li>\n   <li>meet with contracted vendors to monitor progress</li>\n  </ul></li>\n <li>Identify critical project management and e-learning metrics and indicators</li>\n <li>Design and accomplish analysis tools and reporting systems for metrics</li>\n <li>Analyze and propose techniques and technologies that could enhance e-learning/digital training</li>\n <li>Provide ongoing support for FLETA documentation</li>\n <li>Apply client's model to training development and select the optimal design and delivery mode for each training project</li>\n <li>Manages training project teams that may include more than 1 ISD and personnel from other ISM disciplines as well as SMEs</li>\n <li>Sets appropriate milestones for training projects</li>\n <li>Attend meetings, communicate, and participate with internal and external personnel and contract staff in planning, developing and validating a wide range of programs</li>\n <li>Provide input for preparation of routine and special reports</li>\n <li>Stay abreast of latest in changes in state-of-the-art, theory, technologies and training practices to devise new approaches, procedures, plans to improve client's training</li>\n <li>Review, evaluate and critique findings of training results from evaluations, external audits and researches problems and issues and facilitates resolution by working with other appropriate Departmental and Agency staff members and Committees as requested</li>\n <li>Provide weekly updates of course activities to the ISM Unit Chief</li>\n <li>Evaluate and adapt commercial-off-the-shelf (COTS) and existing government-based training materials or courses (GOTS)</li>\n <li>Integrate technology-based and scenario-based training products wherever possible</li>\n <li>Provide technical assistance for integrating technology-based and scenario-based modules to the fullest extent possible</li>\n <li>Collaborates with e-government and learning management system (LMS) providers</li>\n <li>Assures that training development and internal procedures support and apply FLETA standards</li>\n <li>Other duties as assigned.</li>\n</ul>\n<h2>Qualifications</h2>\n<p><strong><u>Qualifications – Here’s What You Need</u></strong></p>\n<ul>\n <li>Master’s degree with a concentration in adult learning, education, instructional design, instructional technology, or curriculum development.</li>\n <li>10 + years of experience designing/developing training in a law enforcement training environment including in depth knowledge of Federal Law Enforcement Accreditation</li>\n <li>Specialized knowledge or professional experience in several of the following: instructional systems design, education and adult learning principles, cooperative learning, programming and authoring tools, graphic arts and media design and educational product evaluation</li>\n <li>Demonstrated experience working with instructional Systems Design models</li>\n <li>Demonstrated experience with computer-based instruction design concepts and practices “including demonstration of use of Adobe Captivate, Trivantis Lectora and/or Articulate Storyline  or similar tool</li>\n <li>Demonstrated experience with distributed learning and multimedia insertion or similar tools</li>\n <li>Knowledge of SCORM and 508 compliance</li>\n <li>Secret Clearnce is required.</li>\n <li>Due to the nature of work at the client’s site, U.S. Citizenship is required.</li>\n <li>Must be able to pass a background check.
