NIWC PAC CDL & ISR ISEA Support provides In-Service Engineering Activity (ISEA) support for tactical data links and related systems in support of the US Navy. Reporting to the Program Manager, the Cyber Security Engineer will provide RMF-driven cybersecurity engineering support for Navy C4I systems, including A&A documentation, vulnerability assessment and remediation (ACAS/Nessus/STIGs), and secure system integration and sustainment support on the NIWC PAC PMW 160 CANES ESS Contract . This position is located in San Diego, CA. What You'll Do Lead cybersecurity efforts for Navy networked systems by implementing and maintaining Risk Management Framework (RMF) processes, including development of A&A documentation such as SSPs, SAPs, SARs, and POA&Ms. Conduct vulnerability assessments, system hardening, and compliance validation using DISA STIGs and tools such as ACAS and Nessus; develop mitigation strategies and support risk acceptance decisions. Integrate cybersecurity requirements into system and network designs to ensure secure, compliant configurations across development, production, and operational environments. Analyze and resolve system issues and engineering changes by performing root cause analysis, developing solutions, and supporting testing and validation activities. Develop and maintain secure network configurations, including firewall rules, access controls, PKI, and intrusion detection/prevention systems. Support system integration and test events by contributing to test planning, executing security test procedures, and documenting results. Collaborate with cross-functional engineering teams to troubleshoot complex system issues and implement corrective actions in support of operational readiness. Maintain accurate technical and cybersecurity documentation to reflect system configurations and support ongoing compliance and continuous monitoring. Participate in technical reviews and meetings, providing clear communication of system security posture, risks, and recommendations to stakeholders. Bid and proposal support if requested. Other duties as assigned. What We're Looking For Required Qualifications: An active secret clearance is required to be considered for this position. Bachelor's degree in Computer Science, Information Systems, Engineering, or a related field from an accredited university required. Ten (10) years of experience providing cybersecurity, information assurance, or Quality System ISO 9001:2015 Registered and Certified network/system engineering within DoD or federal environments required. Experience supporting Risk Management Framework (RMF) processes, including development and maintenance of A&A documentation (e.g., SSPs, POA&Ms). Working knowledge of DoD cybersecurity policies and standards, including NIST SP 800-53 and DISA STIGs. Experience with vulnerability assessment and compliance tools (e.g., ACAS, Nessus, or similar) Familiarity with securing networked systems, including implementation of security controls such as firewalls, access controls, or encryption technologies. Ability to support system integration, testing, and troubleshooting activities in a team-based engineering environment. Must possess basic computer literacy and data entry skills. Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.). Strong attention to detail and organizational skills. Excellent verbal and written communication skills. Demonstrated problem-solving skills. Must possess strong time management skills. Must be able to work in a fast-paced, changing, and challenging environment. Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future. Desired Qualifications: Master of Science degree from an accredited university in engineering or a related technical field is desired. Demonstrated experience supporting cybersecurity engineering activities in DoD, federal, or similarly complex regulated environments. Experience implementing, assessing, or maintaining security controls aligned to NIST RMF (800-53) or equivalent frameworks. Familiarity with system hardening, vulnerability management, and security assessment processes across enterprise or tactical environments. Working knowledge of network security principles, including segmentation, firewalls, intrusion detection/prevention, and secure architecture design. Experience supporting authorization packages (e.g., ATO/ATC processes), including security documentation, POA&M tracking, and risk assessment support. Ability to operate across system lifecycle phases (design, implementation, sustainment), with exposure to integration or engineering environments. Experience collaborating with cross-functional technical teams (systems engineers, network engineers, program offices, and cybersecurity stakeholders). Familiarity with DoD cybersecurity policies and guidance (e.g., DoDI 8500.01, 8510.01) or equivalent federal frameworks. One or more relevant certifications preferred (e.g., Security+, CySA+, CASP+, CISSP, or equivalent experience-based competency). Experience in or adjacent to Navy or DoD enterprise environments (e.g., CANES, afloat systems, or similar complex integrated systems). Physical Requirements: Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking.
