    "ExternalDescriptionStr": "<p><span>Fluke, a Fortive company, is seeking a Government Contracts Manager to support the growth of our U.S. Government business as part of the Legal organization. This role serves as a key business partner, directly enabling revenue growth by supporting compliant participation in U.S. Government opportunities while protecting the company from regulatory and contractual risk.</span></p>\n<p><span>You will act as a recognized subject matter expert in U.S. Government contracting regulations, interpreting and applying complex and often ambiguous regulatory frameworks (e.g., FAR/DFARS) and translating them into clear, actionable guidance that supports business decisions and mitigates risk.</span></p>\n<p><span>This role operates with a high degree of autonomy and is both strategic and hands-on, while also advising on complex regulatory interpretations impacting business decisions.&nbsp;</span></p>\n<p><span><strong>Contract Lifecycle Management</strong></span></p>\n<ul>\n <li><span>Provide transactional legal support and guidance across the full lifecycle of U.S. Government contracts</span></li>\n <li><span>Support proposal development, writing, and submission of high-quality responses to direct U.S. Government RFI’s, RFPs and RFQ's and advising on contract structure, risk and compliance</span></li>\n <li><span>Negotiate and review awarded contracts and modifications to ensure alignment with Fluke’s offerings and scope of delivery</span></li>\n</ul>\n<p>&nbsp;</p>\n<p><span><strong>Regulatory Interpretation &amp; Risk Guidance</strong></span></p>\n<ul>\n <li><span>Interpret, analyze, and provide guidance on FAR, DFARS, GSAR, and other agency-specific regulations, including areas that require judgment due to ambiguity or lack of precedent</span></li>\n <li><span>Provide practical, risk-based guidance to stakeholders on contract terms, compliance obligations, and negotiation strategy</span></li>\n</ul>\n<p>&nbsp;</p>\n<p><span><strong>Business Partnership &amp; Stakeholder Enablement</strong></span></p>\n<ul>\n <li><span>Partner with internal stakeholders to support compliant deal execution</span></li>\n <li><span>Act as a primary interface with government contracting officers and customers</span></li>\n</ul>\n<p>&nbsp;</p>\n<p><span><strong>Compliance &amp; Continuous Improvement</strong></span></p>\n<ul>\n <li><span>Support compliance activities including audits, reporting, and contract documentation</span></li>\n <li><span>Monitor and evaluate regulatory changes and advise on their practical application and business impact, including recommended actions</span></li>\n <li><span>Develop and deliver training on government contracting requirements and best practices</span></li>\n <li><span>Drive process improvements using the Fortive Business System (FBS) to improve efficiency and reduce risk</span></li>\n</ul>\n<p>&nbsp;</p>\n<p><span><strong>Qualifications</strong></span></p>\n<p><span><strong>Required</strong></span></p>\n<ul>\n <li><span>8+ years of experience in sales-side contracts management within a manufacturing environment</span></li>\n <li><span>Strong working knowledge of FAR, DFARS, and related federal contracting frameworks</span></li>\n <li><span>Demonstrated ability to interpret complex regulations and apply sound business judgment</span></li>\n <li><span>Proven project management, prioritization, and critical thinking skills</span></li>\n <li><span>Proven ability to exercise independent judgment and discernment in ambiguous or evolving regulatory situations</span></li>\n <li><span>Strong negotiation, communication, and stakeholder influence skills</span></li>\n</ul>\n<p>&nbsp;</p>\n<p><span><strong>Preferred</strong></span></p>\n<ul>\n <li><span>Experience working directly with DoD, GSA, DOE, or similar agencies</span></li>\n <li><span>Familiarity with cybersecurity and compliance requirements (e.g., CMMC)</span></li>\n <li><span>Experience supporting both hardware and software/SaaS contracts</span></li>\n</ul>\n<p>&nbsp;</p>\n<p><span><strong>What Success Looks Like</strong></span></p>\n<ul>\n <li><span>Contracts are executed efficiently while maintaining full regulatory compliance</span></li>\n <li><span>Stakeholders are empowered with clear, actionable guidance</span></li>\n <li><span>Risks are proactively identified and mitigated</span></li>\n <li><span>Business decisions are made with confidence, supported by clear interpretation of regulatory requirements and well-articulated risk tradeoffs</span></li>\n <li><span>Government contract opportunities are successfully enabled through balanced, risk-informed decision-making</span></li>\n <li><span>Legal support is delivered with a high degree of accuracy, ownership, and attention to detail across the full lifecycle</span></li>\n <li><span>Processes are continuously improved to support growth and scalability</span></li>\n</ul>\n<p>&nbsp;</p>\n<p><span>#LI-CS23</span></p>",
