Description

THOR Solutions is actively seeking a highly motivated Naval Operations Lead / Program Manager to support an upcoming contract at the Naval Information Warfare Center Pacific (NIWC PAC) in San Diego, CA . The position supports the development and deployment of advanced Command and Control (C2) decision support tools for the U.S. Navy. This individual will serve as the operational voice of the warfighter, translating fleet requirements into actionable software development guidance and ensuring alignment with Naval doctrine, tactics, and mission execution. An ideal candidate will have significant operational U.S. Navy/Joint experience in Command and Control (C2) and Naval Fires, as well as a technical background relating to software development, AI, cybersecurity, and system engineering. This contract is expected to begin in or around December 2026. Typical Responsibilities: Gather, analyze, and document system requirements for processing human-originated inputs and queries within C2 systems Provide subject matter expertise on Fleet Naval Forces, Fires Coordination, Maritime Operations Centers (MOC), and Coalition operations Define and refine Commander's Critical Information Requirements (CCIRs), mission state assessments, and warfare conduct parameters Support operational deployment of C2X capabilities during fleet exercises, experimentation events, and real-world operations Collaborate with software engineers to translate operational concepts into technical requirements Participate in meetings, reviews, and data calls at the TS/SCI level via JWICS Act as overall project manager for the team of software, systems, and cybersecurity engineers and support personnel. Location: Full time onsite, split between the NIWC PAC facility and THOR’s local offices in San Diego, CA. California Alternative Work Week Schedule: This position may utilize the California Alternative Work Week schedule: 9-hours each day Monday – Thursday. Fridays will alternate as either 8-hour days or non-working days. In a two-week period, this totals 80 working hours. Anticipated Travel: Up to 10% travel is anticipated to primarily CONUS locations. Typical Physical Activity: Desk/computer work in an office environment. May involve: repetitive motion. Typical Pay Range:  The anticipated pay for this position in the identified location(s) is $133,000/year. Actual compensation offered will be based upon individual factors including education, qualifications, and experience. Existing TOP SECRET/SCI Security Clearance Required: This position requires a TOP SECRET/SCI security clearance. Candidates must either already possess an active or interim TS/SCI clearance OR be TS/SCI Eligible with a completed Tier 5 investigation. Only U.S. citizens are eligible for a security clearance; therefore, only current U.S. citizens will be considered for this position. Required Knowledge, Skills, and Abilities:  Graduate of a U.S. military command/staff college OR equivalent documented warfare qualification (e.g., Surface Warfare Officer). At least ten (10) years of operational U.S. Navy/Joint experience in Command and Control (C2) and Naval Fires. Experience with Carrier Strike Group (CSG) or Maritime Operations Center (MOC) planning. Proficient with common productivity software. Excellent communication skills. Additional Preferred Knowledge, Skills, and Abilities: Experience managing a major U.S. Navy/NAVSEA/DoD program or project. Experience with Maritime Tactical Command and Control (MTC2) or related Navy C2 programs. Familiarity with Agile software development and DevSecOps environments. Prior experience supporting NAVSEA, NAVWAR, or Fleet Cyber Command initiatives.
