POSITION DESCRIPTION
Early Head Start Manager
Department: Head Start
Exemption Status: Exempt
Pay Grade(s): 12-13 ($76,989.43+ DOE)
Purpose: Aid the Head Start Director in areas of general program management for the Early Head Start (EHS) site, coach, mentor, supervise and train all EHS staff. Provide short term and long-range planning for service delivery and training; act as an integrator of components, including ERSEA, health, mental health, nutrition, education, disabilities, and family and community partnerships; function as liaison and information conduit between Tribal Leadership and community collaborators. Must meet requirements per Federal Head Start Performance Standards and any local, state and or agency policies and procedures.
Essential Functions. An individual in this role must be able to perform the following functions with or without reasonable accommodation:
• Early Head Start Staff Supervision and Development (45%)
• Assist the Head Start Director with preparing and submitting the Early Head Start grant.
• Assist the Head Start Director with continuous monitoring of the Early Head Start center’s compliance with Head Start component requirements.
• Assist he Head Start director with preparing and submitting required Early Head Start reports.
• Assist Human Resources in the hiring process for Early Head Start center employees and substitutes.
• Monitor performance, attendance, certifications, timecards, and required documents for EHS employees.
• Communicate areas of performance improvement to EHS employees and promote training that reflects the individual needs of staff members and/or the team.
• Document and administer both positive and negative feedback and utilize Performance Improvement Plans when warranted. Ensure documentation is forwarded to Human Resources.
• Conduct performance evaluations utilizing Tlingit and Haida forms.
• Ensure EHS staff have an annual staff development plan and make progress towards educational requirements as mandated by the Head Start Performance Standards.
• Arrange and facilitate regular meetings with staff to provide mandated training, and policy and procedure updates.
• Monitor, report, and provide feedback for all employee related accidents.
• Monitor, evaluate and provide training for classroom volunteers.
• Early Head Start Center Coordination (45%)
• Ensure EHS program complies with EHS performance standards and other grant requirements.
• Attend case management meetings, consultations, and staff meetings as necessary.
• Observe children and provide suggestions for behavior management and education programming to meet the individual needs of all children
• Work with the Family and Community Partnerships Coordinator to ensure EHS staff receive the training, and tools necessary to complete the home visits and monthly parent activity requirements.
• Monitor and manage the early head start center budget.
• Work with the Head Start Coordination team to ensure EHS center services provide quality services in compliance with Head Start Performance Standards.
• Submit all center component paperwork, monthly reports, and status updates to Head Start Data.
• Work in partnership with the Head Start Coordination team to arrange for services in all functional areas, utilizing internal and external resources to provide medical, social, mental health, educational, and special services as deemed appropriate, as well as facility maintenance.
• Monitor and manage the maintenance and safety of facilities and availability of supplies.
• Community Networking (10%)
• Coordinate with local agencies, community service organizations and educational providers and partners.
• Design and deliver training and formal presentations. Provide information on the Early Head Start program to the community.
• Participate in and assist with community recruitment events.
• All communications are potentially sensitive and are subject to Head Start’s policy on confidentiality.
