Our Company vigorously pursues opportunities to recruit and develop job candidates who have the desire and potential for becoming qualified employees through our Affirmative Action Plan.</p>\n<p> </p>\n<p><strong>Position Overview</strong></p>\n<p>M&J Engineering, Inc. is seeking a <strong>Quality Control Manager (QCM)</strong> to support Quality Control services on the <strong>CTDOT TIME 1 Contract (Location: Bridgeport / Stratford).</strong></p>\n<p>The Quality Control Manager will serve as the <strong>independent quality authority</strong>, responsible for overseeing, auditing, and verifying the Contractor’s Quality Control Program and construction activities for compliance with Contract Documents, Agency Standards, and approved Quality Control procedures. The QCM will coordinate closely with M&J senior management, the Owner/Agency, and the Contractor, while maintaining independence from construction means and methods.</p>\n<h2>Responsibilities</h2>\n<p><strong>CEI Quality Control Oversight</strong></p>\n<ul>\n <li>Establish, maintain and implement a written <strong>Project-Specific Quality Control (QC) Program</strong> in accordance with the CTDOT requirements.</li>\n <li>Verify that the Contractor’s QC Program addresses all required elements, including:</li>\n <ul>\n  <li>Organization and authority</li>\n  <li>Document and submittal control</li>\n  <li>Design and shop drawing control</li>\n  <li>Procurement and materials control</li>\n  <li>Subcontractor, fabricator, and supplier quality oversight</li>\n  <li>Inspection and testing procedures</li>\n  <li>Special process control</li>\n  <li>Non-conformance resolution</li>\n  <li>Records management and reporting</li>\n </ul>\n <li>Confirm that the QC Program is maintained as a <strong>living document</strong>, with revisions submitted, reviewed, and implemented as conditions change.<strong> </strong></li>\n</ul>\n<p><strong>Construction Quality Assurance (QA)</strong></p>\n<ul>\n <li>Provide CEI oversight of Contractor QC activities for <strong>critical and routine work categories</strong>, including but not limited to:</li>\n <ul>\n  <li>Earthwork, drainage, asphalt, and concrete</li>\n  <li>Structural steel and bridge construction</li>\n  <li>Foundations, piles, drilled shafts, and retaining systems</li>\n  <li>Electrical, environmental, and permit compliance</li>\n  <li>Railroad trackwork, signals, circuits, and overhead catenary systems</li>\n </ul>\n <li>Ensure that <strong>hold points</strong> identified in the QC Program are enforced and that work does not proceed without required inspections and releases.</li>\n <li>Verify competence and qualifications of Contractor QC staffing during <strong>simultaneous critical work operations</strong>.</li>\n</ul>\n<p> </p>\n<p><strong>Inspection & Testing Verification</strong></p>\n<ul>\n <li>Audit Contractor inspection, sampling, and testing activities for compliance with Contract requirements.</li>\n <li>Review inspection reports, test results, and QC documentation for completeness and accuracy.</li>\n <li>Confirm use of qualified laboratories (AASHTO AAP / NETTCP) and certified QC personnel.</li>\n</ul>\n<p> </p>\n<p><strong>Non-Conformance & Corrective Action Oversight</strong></p>\n<ul>\n <li>Review and track:</li>\n <ul>\n  <li>Contractor-issued Non-Conformance Reports (NCRs)</li>\n  <li>Agency-issued Non-Compliance Notices (NCNs)</li>\n </ul>\n <li>Verify corrective actions, closures, and implementation of preventive measures.</li>\n <li>Ensure lessons learned and procedural changes are communicated to field personnel.</li>\n</ul>\n<p><strong>Document Control & Records Management</strong></p>\n<ul>\n <li>Verify Contractor document control systems ensure only <strong>current, approved documents</strong> are used in the field.</li>\n <li>Monitor submittal logs, status tracking, and recall of superseded documents.</li>\n <li>Ensure QC records are properly maintained, protected, and retained in accordance with Agency requirements.</li>\n</ul>\n<p> </p>\n<p><strong>Reporting & Coordination</strong></p>\n<ul>\n <li>Review and validate Contractor <strong>daily and monthly QC reports</strong>, including:</li>\n <ul>\n  <li>QC activities and inspections</li>\n  <li>Testing and sampling results</li>\n  <li>Non-conformance status updates</li>\n  <li>Submittal status tracking</li>\n  <li>Two-week look-ahead schedules</li>\n </ul>\n <li>Participate in and support <strong>bi-weekly QA/QC meetings</strong> with CTDOT and Contractor representatives.</li>\n</ul>\n<p> </p>\n<p><strong>Authority & Independence</strong></p>\n<ul>\n <li>Maintain independence from Contractor means, methods, and production activities.</li>\n <li>Possess authority to <strong>recommend suspension of work</strong> for quality non-compliance.</li>\n</ul>\n<h2>Qualifications</h2>\n<p><strong>Education</strong></p>\n<ul>\n <li>Bachelor’s Degree in <strong>Civil Engineering, Construction Engineering, or related discipline</strong>.</li>\n</ul>\n<p><strong>Experience</strong></p>\n<ul>\n <li>Minimum <strong>8 years of experience</strong> in any combination of:</li>\n <ul>\n  <li>Field inspection experience</li>\n  <li>Construction or Construction Management experience relevant to the type of work and the scope of the Project</li>\n  <li>Previous experience as a Quality Control professional</li>\n </ul>\n <li>Demonstrated experience on <strong>CTDOT </strong>projects.</li>\n <li>Proven experience reviewing and overseeing <strong>Contractor QC Programs</strong> and inspection activities.</li>\n</ul>\n<p><strong>Certifications & Training</strong></p>\n<ul>\n <li>Formal training or certification in quality control principles, such as:</li>\n <ul>\n  <li><strong>NETTCP Quality Assurance Technologist</strong> (or approved equivalent)</li>\n </ul>\n <li>Familiarity with:</li>\n <ul>\n  <li>CTDOT Standard Specifications</li>\n  <li>Metro-North requirements</li>\n </ul>\n</ul>\n<p><strong>Technical & Professional Skills</strong></p>\n<ul>\n <li>Strong understanding of inspection and testing requirements for major civil and rail infrastructure work.</li>\n <li>Ability to interpret plans, specifications, shop drawings, and test data.</li>\n <li>Excellent documentation, reporting, and communication skills.</li>\n <li>Demonstrated ability to coordinate with Agency representatives, contractors, and CEI staff.</li>\n</ul>\n<p><strong>Preferred Qualifications</strong></p>\n<ul>\n <li>Prior service as a <strong>QC Manager, QA Manager</strong> on
