    "description": "<h2>Overview</h2>\n<p>The Project Engineer technically leads a staff that may include a staff engineer and/or CAD Designer, while the entire team reports to a Project Manager.  Position requires working independently to plan, execute, and oversee engineering tasks to complete a project.</p>\n<h2>Responsibilities</h2>\n<ul>\n <li>Conducts site investigations to appraise existing conditions relevant to drainage improvements and engineering analysis.</li>\n <li>Prepares engineering analysis, design calculations, and reports for all, or a portion of, a project for review by a Project Manager.</li>\n <li>Designs grading and drainage for site improvements.</li>\n <li>Performs hydrology and hydraulic calculations for gravity and pressure piping systems and above ground conveyance.</li>\n <li>Works with dynamic design teams that may include subconsultants, landscape architects, land use planners, attorneys, owners, and facility managers.</li>\n <li>Prepares project drawings and specifications.</li>\n <li>Assists in the preparation of proposals and fee estimates for potential projects of limited scope and complexity.</li>\n <li>Performs construction related tasks including administering public bids, responding to RFIs (Requests for Information), visiting job sites, reviewing submittals, and coordinating with design team for revisions, and assisting with the review of contractor’s requests for payment.</li>\n <li>Develops and presents project-specific or technical presentations to clients, technical organizations, and in-house staff.</li>\n <li>Mentors staff engineers.</li>\n <li>Prepares plan reviews, permit applications, analyzes zoning ordinances, and evaluates land use.</li>\n <li>Attends and participates in public meetings related to projects such as the Board of Determination, drainage board, and city council meetings.</li>\n <li>Stays current on legal and industry regulations.</li>\n <li>Performs other duties as assigned.</li>\n</ul>\n<h2>Qualifications</h2>\n<p><strong>Formal Education, Licenses and Certifications</strong></p>\n<ul>\n <li>Bachelor’s Civil Engineering or equivalent</li>\n <li>Michigan P.E. License or ability to obtain</li>\n</ul>\n<p> </p>\n<p><strong>Knowledge and Experience</strong></p>\n<ul>\n <li>Minimum 5 years of engineering experience showing progressively increasing responsibility.</li>\n <li>In-depth experience using AutoCAD for municipal and water resource engineering applications (Civil 3D preferred but not required).</li>\n <li>In-depth experience using HEC-RAS, HEC-HMS, EPA-SWMM, HY-8, and ArcGIS/ArcPRO (or QGIS).</li>\n <li>Experience with developing a concept plan for a hydraulic analysis or study.</li>\n <li>Working knowledge of EGLE requirements and experience submitting USACE/EGLE Joint Permit Applications.</li>\n <li>Working knowledge of other computer software programs typically used for civil engineering design and management (Microsoft Office, etc.)</li>\n</ul>\n<p> </p>\n<p><strong>Competencies and Personal Attributes</strong></p>\n<ul>\n <li>Self-motivated and responsible.</li>\n <li>Ability to work collaboratively on a project team.</li>\n <li>Ability to plan ones’ own time and demonstrate good time management skills.</li>\n <li>Ability to problem-solve, complete assigned tasks efficiently and exercise sound engineering judgment.</li>\n <li>Ability to work on several projects concurrently, prioritize work load and cope with tight timelines to meet all deadlines without compromising quality.</li>\n <li>Effective written and verbal communication is necessary. Ability to shape communications for specific audiences, and be able to accept and receive feedback.</li>\n <li>Strong attention to detail with an aptitude for noticing small errors on engineering designs.</li>\n</ul>\n<p> </p>\n<p><strong>Physical Demands</strong></p>\n<p>The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Work is performed mostly in office settings. Some outdoor work is required in the inspection of various land use developments, construction sites or public works facilities. Hand-eye coordination is necessary to operate drafting instruments, computers and various pieces of office equipment.</p>\n<p> </p>\n<p>While performing the duties of this job, the employee is occasionally required to stand; walk; use hands to handle, feel or operate objects, tools or controls; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch or crawl; talk or hear. The employee must occasionally lift and/or move objects up to 25 pounds.</p>\n<p> </p>\n<p><strong>Availability</strong></p>\n<p>This is a full-time position. Days and hours of work are Monday through Friday, 8 a.m. to 5 p.m. and overtime as required.</p>\n<p> </p>\n<p><strong>Travel</strong></p>\n<p>Limited travel may be required for this position depending on project locations.</p>",
