    "description": "<h2>Responsibilities & Qualifications</h2>\n<p><strong>RESPONSIBILITIES</strong></p>\n<p> </p>\n<p>The ​IT Portfolio Manager is expected to be able to accomplish the following:</p>\n<ul>\n <li>Lead enterprise‑level IT portfolio planning, coordination, and governance. </li>\n <li>Develop, maintain, and optimize the IT investment portfolio roadmap. </li>\n <li>Analyze project proposals to ensure technical, strategic, and financial alignment. </li>\n <li>Facilitate portfolio review boards, prioritization cycles, and executive briefings. </li>\n <li>Provide visibility into portfolio health, risks, dependencies, and performance metrics. </li>\n <li>Monitor cost, schedule, and performance across IT programs and projects. </li>\n <li>Conduct business case analysis to support investment decisions. </li>\n <li>Coordinate with cross‑functional stakeholders including engineering, operations, finance, and leadership. </li>\n <li>Ensure compliance with organizational policies, federal IT governance, cybersecurity requirements, and enterprise architecture standards. </li>\n <li>Provide advisory support on maturing portfolio processes, tools, and reporting frameworks. </li>\n</ul>\n<p><strong><u>REQUIRED QUALIFICATIONS</u></strong></p>\n<ul>\n <li>Active TS/SCI + CI Poly clearance</li>\n <li>Project Management Professional certification (PMP) or Federal Acquisition Certification for Program and Project Managers FAC-P/PM (Mid-Level or above)</li>\n <li>BS, 5-7 years of relevant experience; MS, 3-5 years; PhD, 0-3 years</li>\n <li>Strong background in IT governance, portfolio management, or program oversight.  </li>\n <li>Demonstrated experience supporting federal IT programs or DoD/IC customers.  </li>\n <li>Familiarity with IT lifecycle methodologies (Agile, Waterfall, hybrid).  </li>\n <li>Proficiency with portfolio tools such as MS Project, ServiceNow, Jira, Power BI, or equivalent. </li>\n</ul>\n<p><strong><u>DESIRED QUALIFICATIONS</u></strong></p>\n<ul>\n <li>ITIL® 4 Foundation (minimum) </li>\n <li>ITIL® 4 Managing Professional (highly preferred) </li>\n <li>COBIT 2019 Foundation or Design & Implementation </li>\n <li>Certified SAFe Agilist (SA) or Lean Portfolio Management (LPM) </li>\n <li>TOGAF Foundation (preferred for enterprise alignment) </li>\n <li>AWS Certified Cloud Practitioner or Solutions Architect </li>\n <li>Microsoft Azure Fundamentals or Administrator </li>\n <li>Security+ (DoD 8140 baseline familiarity) </li>\n <li>Certified Information Systems Security Professional (CISSP) – Preferred </li>\n <li>Certified Information Security Manager (CISM) – Preferred </li>\n <li>Certified in Risk and Information Systems Control (CRISC) – Risk governance alignment </li>\n <li>PMI Portfolio Management Professional (PfMP) – Highly Preferred </li>\n <li>Certified Government Financial Manager (CGFM) </li>\n <li>Lean Six Sigma Green Belt (minimum) </li>\n <li>Lean Six Sigma Black Belt (preferred) </li>\n</ul>\n<h2>Overview</h2>\n<p>We are seeking a ​IT Portfolio Manager​ to join our Task Order proposal on the Defense Intelligence Agency’s Solutions for the Information Technology Enterprise III (SITE III). The ​IT Portfolio Manager ​is responsible for planning, governing, prioritizing, and optimizing major IT investments.
