Description Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities We are seeking a highly motivated and experienced leader to serve as Manager I, Readiness & IVR. This position will report to Manager II, Operations Support, and will lead the team responsible for ensuring operational readiness for critical nuclear facilities. Key Responsibilities: The Readiness and Independent Verification Review (IVR) Manager will report to the Nuclear Support Services Manager in the Stockpile Experimentation & Operations (SEO) directorate. This position will lead the team and manage a range of activities critical to ensuring operational readiness, including but not limited to: Manage the day-to-day activities of the Readiness & IVR team, including task assignment, performance management, and professional development of Readiness Coordinators. Oversee the planning and execution of Readiness Reviews, Management Self-Assessments, IVRs for SEO-operated nuclear facilities. Act as a subject matter expert and provides guidance to the team and customer organizations on the implementation of readiness and verification processes in accordance with DOE Order 425.1D. Manage team performance by establishing clear expectations, monitoring key process metrics (e.g., reviewing schedules, finding closure rates), and implementing corrective actions to resolve issues. Ensure the quality and timely submission of all readiness-related deliverables, including Readiness Applicability Determinations, Startup Notification Reports, and final IVR reports. Facilitate communication and information flow between the readiness team, facility management, engineering, and federal (NNSA/NFO) counterparts throughout the readiness lifecycle. Perform other duties as directed by leadership to support the broader needs of the Nuclear Support Services organization and the SEO mission. Promote ‘organizational learning’ concepts by ensuring that lessons learned from readiness activities are identified, documented, and shared to improve future performance. Create an environment where employees feel safe to raise issues, empowered to hold the line on safety and compliance, and supported to resolve challenges. Qualifications Bachelor’s degree in field related to the position or equivalent training and experience, plus at least 11 years of related experience. At least 3 years’ experience in: Nuclear operations or nuclear maintenance such as those found at a DOE nuclear facility, commercial power plant, or US Navy Nuclear Propulsion Program. Conduct of Operations (DOE O 422.1), Nuclear Maintenance (DOE O 433.1B), Transportation & Packaging (DOE O 460.1C and 461.1B), and Quality Assurance requirements (DOE O 414.1D), and Verification of Readiness to Start Up or Restart Nuclear Facilities (DOE O 425.1D). Related experience must be in a high-hazard, nuclear, or similarly regulated industry, with direct, hands-on experience in the execution of structured readiness and/or verification activities. Related experience must be in nuclear facility management, maintenance or engineering, radiation protection, safety, nuclear training and qualification management, conduct of operations, nuclear safety, and/or critical safety position. Examples include nuclear operations, engineering or maintenance such as those found at a DOE nuclear facility, commercial power plant, or U.S. Navy Nuclear Propulsion Program. Related experience must include working with requirements-based systems in areas such as facility operations, engineering, maintenance, and/or radiological control. Demonstrated experience in the following domains is required: Readiness and Verification Processes: Deep, practical knowledge of the principles and application of DOE Order 425.1D, "Verification of Readiness to Start Up or Restart Nuclear Facilities." Experience facilitating or leading assessments, readiness reviews, or IVRs. Must understand the Nuclear Facility Safety Basis Fundamentals including operational scenarios that involve significant risks to the facility worker and to the public. Must understand the impacts to equipment and systems due to system changes or modifications and how to monitor and control equipment and systems in the facility. Must understand how to avoid situations and hazards that may cause issues to personnel or equipment within the facility. Must be proficient with a computer and Microsoft Office suite. Must be able to work outside in cold temperatures during the winter and extreme heat in the summer. Must be able to work in an underground facility. Must have excellent communication, leadership, and problem-solving skills. Must have strong operational acumen to understand how readiness activities directly support safe and compliant facility operations and broader mission objectives. Breadth of experience and ability to inspire and motivate a team of technical specialists to perform high-quality, detail-oriented work in a high-consequence environment. Must have strong interpersonal agility to navigate complex relationships with facility managers, subject matter experts, and regulatory counterparts to achieve readiness objectives. Ability to delegate specific work assignments (e.g., readiness assessments, report drafting) and monitor those activities to closure, holding team members accountable for deadlines and quality. Must have comfort with all levels of employees, from front-line operators to facility management, acting as the primary interface for the Readiness & IVR team. Ability to deal with ambiguity and conflicting priorities, such as shifting facility schedules or emergent findings, providing clear direction to the team to maintain focus. Must have strong intellectual horsepower in their area of expertise, specifically in the practical application of readiness standards (DOE O 425.1D) and verification techniques in a nuclear environment. The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada). Work schedule will be 4/10s Monday through Thursday (subject to change). Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing. Must possess a valid driver’s license. MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age.
