Description
BAE Systems is seeking an experienced and motivated Mid-Senior Releasability Subject Matter Expert to support the NATO SeaSparrow Project Office (NSPO) in Arlington, VA. This role focuses on foreign disclosure, export compliance, and releasability review of technical, programmatic, and operational materials to support defense program activities.
The selected candidate will serve as the subject matter expert for applying National Disclosure Policy (NDP-1) and export regulations, ensuring compliance with U.S. government policies and program-specific requirements. Key responsibilities include reviewing program artifacts, coordinating with U.S. government agencies and subcontractors, preparing export-control documentation, and maintaining auditable records of disclosure decisions and restrictions. The role also involves advising program personnel, training staff on compliance protocols, and ensuring adherence to policies during international meetings and foreign engagement activities.
This position requires deep expertise in foreign disclosure and releasability, with working knowledge of ITAR and export control regulations. Excellent communication and coordination skills are a must to successfully navigate the complexities of multinational defense initiatives.
Core Responsibilities
Serve as a subject matter expert in support of NSPO initiatives, including NDP/TTSARB, future acquisition programs, Navy policy changes, and missile/system upgrade programs. Apply disclosure policies (e.g., NDP-1, delegated disclosure authority letters, distribution statements), customer and program-specific guidelines, security instructions, classification controls, to assess the releasability of information. Review program artifacts (e.g., presentations, reports, meeting materials, correspondence, and technical documents) for foreign disclosure, releasability, and export compliance considerations. Coordinate with U.S. government agencies (e.g., DoS, DoW, Navy IPO, NAVSEA), industry, and foreign representatives to obtain input for release recommendations. Identify ITAR-controlled or export-sensitive information and escalate issues through the company empowered official for appropriate resolution. Support preparation of export-control artifacts such as exemption letters, draft license and provisos, and related information needed for company review or other export authorization actions, as applicable. Maintain auditable records, such as disclosure trackers, decision logs, country-specific restrictions, and release/export logs. Assist with preparation of releasable versions of artifacts, including sanitization, derivative or consortium specific markings, and approved release language. Review international meeting deliverables (e.g., agendas, attendee lists, presentations, and demonstrations) for compliance with releasability and export standards. Advise program personnel on boundaries for sharing documents and discussing sensitive/export controlled information with foreign representatives. Support training and day-to-day awareness for staff on releasability, foreign disclosure, NDP-1 limitations, ITAR awareness, export-controlled technical data, marking requirements, and acceptable engagement with foreign representatives.
