Description
TITLE: Clinical Director
REPORTS: Program Director
FLSA CODE: Exempt
PROGRAM: Bronx Outpatient Program - 953 Southern Blvd. Bronx, NY 10459 OUR MISSION:
Since 1967, Odyssey House has provided innovative services and programs to a broad population of individuals and families struggling with substance use and mental health disorders. Odyssey House helps New Yorkers of all ages—and across all five boroughs—beat drugs and alcohol with highly individualized treatment programs. Odyssey House provides high quality, holistic treatment impacting all major life spheres, including psychological, physical, social, family, educational and spiritual in order to support personal rehabilitation, renewal and family restoration.
MAJOR FUNCTIONS:
Responsible for the day-to-day clinical operations and coordination of services for an OASAS 822 certified and funded Chemical Dependence Outpatient Services program. She/he is responsible for oversight of clinical services, providing guidance to program clinicians and the direct supervision of designated subordinate staff. She/he is responsible for direct provision of patient care for up to 10 clients and for caseload coverage if needed. She/he is responsible for maintaining OASAS regulatory compliance, meeting SAMHSA and other funder’s requirements, and assuring that programs operate in accordance with Odyssey House organizational standards.
SPECIFIC DUTIES & RESPONSIBILITIES:
Assist in developing policies and procedures and monitoring program systems, policies and procedures under the guidance and supervision of the Program Director. Review the charts for all clients assessed for admission to ensure regulatory compliance and confirm the ICD.10 diagnosis (es). for all clients assessed for admission. Maintain good relations with and act as liaison to agency stakeholders. Assure that all services rendered are compliant with APG and commercial insurer reimbursement standards. Provide supervision to clinical staff to assure maintenance of adequate and up-to-date records on all clients. Responsible for direct provision of care for up to 10 clients as well as caseload coverage if needed. Schedule and monitor clinical and operational support coverage for facility. Monitor and review data submitted to HRA STARS to ensure timely submission of required data. Prepare all proposals and reports as needed, including input to the daily/monthly OASAS/ PAS reports. Prepare monthly reports for the Program Director. Develop, implement and monitor clinical programming and service schedules that remain current with industry and regulatory standards. Assist in monitoring and assuring operational integrity of all clinical and grant programs. Provide clinical services input into the annual work plan. Assures that all clinical program staff members are adequately trained. Comply with all OASAS regulations and participate in the certification process. Conduct regular clinical and administrative meetings with staff. Provide ongoing training for program staff and participate in Odyssey House in-service trainings. Participate in quality management activities including the CQI team and assure that all services meet Utilization Review and Quality Assurance parameters in accordance with Odyssey House policies and applicable regulatory standards. Other relevant duties assigned by the Program Director.
REQUIREMENTS: EDUCATION/TRAINING AND EXPERIENCE KNOWLEDGE, SKILLS AND ABILITIES
Master’s Degree required and 3 years combined administrative and clinical experience working with target population. Qualified Mental Health Professional (e.g. LCSW, LMSW, LMHC, CRC, Ph.D., MSN, CASAC-A etc.). Ability to provide appropriate clinical supervision to chemical dependence and mental health professionals. Proficiency with computer operation (Microsoft Word, Excel, Electronic Health Record and Outlook programs Must be able to work a flexible schedule.
