Description

PURPOSE The Women POWER Vanuatu Project Consultant will be responsible for supporting the effective implementation of the five-year project. This will include supporting partnerships with two implementing partners, project planning and coordination, advocacy, operational implementation, budget input, assisting with country-level monitoring, evaluation, research and learning (MERL) arrangements and project reporting, engaging consultants, and actively building relationships with government, donors, communities, partners and other stakeholders in Fiji. SCOPE, APPROACH, & METHODOLOGY The consultant will be based in Port Vila, Vanuatu and will be responsible for supporting the effective implementation of the Pacific Oceanic Women Enhancing Resilience (Women POWER) five-year project. The initiative will deliver direct interventions in Vanuatu (Tanna, Efate, Malekula, Malo, and Santo). The role of the consultant involves planning, coordinating, and implementing the project's workplan and strategies. This includes ensuring that the project activities align with the outcomes of the Women POWER project. The consultant will work closely with 1 local partner, Farmer Support Association.  The approach to managing the Women POWER project will be collaborative and inclusive. The consultant will engage with different stakeholders including project partners, CSO groups, including women, community leaders, and local organisations, to engage and support the work of partners, strengthen advocacy and social movement.  To implement the Women POWER project effectively, the consultant will use a structured methodology. This will include developing a detailed work plan that outlines partner activities, timelines, deliverables and resources needed. The consultant will break down the project into manageable phases, allowing for easier tracking of progress. Regular assessments will be conducted to identify any challenges and make necessary adjustments. This systematic approach will help ensure that the project stays on track and meets its objectives.  2  CORE RESPONSIBILITIES  Project Management:   With the guidance from the Gender & Citizen Justice Lead: o Establish collegial working relationships with Fiji partner organisations, Women POWER programme staff, and other Oxfam staff based in Fiji.  o Support contractual arrangements with Fiji partner organisations, following  Oxfam partnership principles, templates and guidelines.  o Effectively use project systems, including financial management and programme monitoring systems, ensuring compliance with Oxfam and donor contractual requirements.   o Coordinate project implementation and learning across Fiji partners and activities.   Participate in the development of annual project workplans and budgets that are accurate, realistic and maximise progress toward project and programme outcomes.   Ensure robust and timely planning, implementation and reflection on project activities and results, in line with annual costed workplans and overall Women POWER outcomes and theory of change.   In consultation with partners, lead, coordinate or support (as appropriate) the development of projectlevel assessment, analysis and strategy, including influencing and advocacy strategies.   With the guidance of the GCJ Lead, ensure implementation quality   Work with the Oxfam MEL Lead and with partner MEL personnel to ensure monitoring, reflection, evaluation, research, and learning take place in a systematic, coordinated, appropriate and timely manner, are adequately documented, and inform future workplans and strategies.   Ensure project reporting is timely, reflective, and robust, and complies with all Oxfam and donor requirements.   Work closely with programme and OiP finance staff to ensure the effective administration and monitoring of project funds, including project budgeting, cashflow forecasting, financial tracking and reporting.   Participate in project risk management with partners and stakeholders, including workplace health and safety, fraud prevention, child protection, and prevention of sexual harassment, exploitation and abuse, in line with relevant Oxfam policies and guidelines.   Ensure that systems, policies and procedures are followed, and that programme implementation, management and reporting comply with Oxfam and donor requirements.  Partner relationship management:   Develop and maintain mutual, respectful, productive and robust partnerships with Vanuatu partner organisations.   Support and work with partner organisations to develop workplans and budgets, implement planned activities, reflect and learn, maintain accurate financial and administrative records, and to report and acquit funds appropriately.    Work with partner organisations to assess organisational, thematic, influencing and MEL capacity, and lead, coordinate or support (as appropriate) training, reflection, and development of systems, policies and processes to build on partner strengths and address gaps and weaknesses.    Train, monitor and champion equity, diversity, safeguarding, child protection, and staff health and wellbeing policies and procedures with partner organisations.  3  Representation and Relationships   Develop and maintain mutual, respectful, productive and robust relationships with key Vanuatu decision makers and influencers across a range of sectors, including (but not limited to) government, private sector, non-government and community.    With the guidance of the GCJ Lead and in consultation with partners, lead, collaborate and support (as appropriate) influencing work at project and country levels, engaging regularly with key stakeholders.   Establish close and robust relationships with counterparts in Vanuatu, for the purpose of shared
