With the power of many curious minds, together we can solve the world’s most complex challenges and deliver more impact together.</p>\n<p><strong>Role Description</strong>:</p>\n<p>Arcadis is seeking a highly skilled and motivated <strong>Senior FTA/FRA Grant Compliance Manager&nbsp;</strong>to support one of the <strong>most iconic and consequential infrastructure initiatives in the United States</strong> — the Gateway Hudson Tunnel Project (HTP).&nbsp;This is a unique, high-impact opportunity for a seasoned compliance professional to play a pivotal role on a once-in-a-generation rail infrastructure program, collaborating with some of the most talented minds in the industry.</p>\n<p>We are working as the Delivery Partner along with team members and selected by the Gateway Development Commission to deliver this transformative project. The HTP is a critical component of the broader Gateway Program <strong>— one of the most ambitious and impactful transportation initiatives in the nation</strong> — and is designed to strengthen mobility, enhance resiliency, and ensure the long-term reliability of the Northeast Corridor.</p>\n<p>The project encompasses the construction of a new, two-track rail tunnel beneath the Hudson River, along with the full rehabilitation of the existing 113-year-old North River Tunnel. This vital infrastructure supports more than 200,000 daily passengers via Amtrak and NJ TRANSIT and serves as a backbone for economic activity and connectivity between New York and New Jersey.</p>\n<p>This is more than just a job — <strong>it’s a once-in-a-generation opportunity to contribute to a nationally significant infrastructure program</strong> that will reshape rail transportation, drive sustainable economic growth, and improve regional accessibility for millions. As part of this high-performing, multidisciplinary team, you will help deliver excellence on one of the most technically complex and high-profile projects in the world.</p>\n<p>If you're seeking to make a meaningful, lasting impact — while advancing your career alongside some of the best minds in the industry — <strong>this is your moment</strong>.</p>\n<p><strong>Role Accountabilities</strong>:</p>\n<p><i>Compliance Program Development</i></p>\n<ul>\n <li>Establish and maintain a robust Compliance Oversight and Monitoring Program Plan for the HTP.</li>\n <li>Evaluate and update existing policies and procedures to ensure alignment with all federal (FTA/FRA/ USDOT) requirements.</li>\n <li>Perform spot checks and periodic audits to assess adherence to established protocols.</li>\n</ul>\n<p><i>Risk Management &amp; Mitigation</i></p>\n<ul>\n <li>Collaborate across GDC departments to identify, prioritize, and assess compliance risks impacting the project.</li>\n <li>Develop and implement methodologies for risk ranking based on priority and potential impact.</li>\n</ul>\n<p><i>Federal Oversight &amp; Reporting</i></p>\n<ul>\n <li>Conduct in-depth reviews of high-priority risks for compliance with all applicable federal rules, regulations, and guidance.</li>\n <li>Prepare and deliver detailed reports, findings, and recommendations for corrective action to GDC leadership.</li>\n <li>Monitor and verify that corrective actions are implemented and compliance is achieved.</li>\n</ul>\n<p><i>Audit &amp; Review Management</i></p>\n<ul>\n <li>Track and manage correspondence, audit requests, and reviews initiated by USDOT, FTA, or FRA.</li>\n <li>Lead the drafting of responses to federal agencies, providing strategic guidance and technical direction to GDC leadership.</li>\n <li>Coordinate the collection and timely submission of supporting documentation from internal departments to ensure deadlines are met.</li>\n</ul>\n<p><strong>Required Qualifications</strong>:&nbsp;</p>\n<ul>\n <li>Bachelor’s degree in a relevant field (e.g., Public Administration, Transportation, Engineering, Business, or related discipline)</li>\n <li>7–10 years’ experience in leading compliance oversight programs, specifically with FTA grants and federal transportation funding.</li>\n <li>Prior experience as a grant recipient and/or managing federal grants compliance for large-scale infrastructure projects.</li>\n</ul>\n<p><strong>Key Skills and Abilities</strong>:&nbsp;</p>\n<ul>\n <li>Direct experience conducting Triennial Reviews, Comprehensive Oversight Review, Technical Assistance Program (CORTAP), and other FTA compliance reviews/audits.</li>\n <li>In-depth working knowledge of FTA and FRA regulatory requirements and reporting standards.</li>\n <li>Experience completing and conducting reviews or audits on behalf of the Federal Transit Administration.</li>\n <li>Strong understanding of project delivery in complex, multi-stakeholder environments.</li>\n <li>Ability to identify, assess, and prioritize compliance and delivery risks.</li>\n <li>Exceptional technical writing skills; able to produce clear, concise reports and recommendations.</li>\n <li>Strong analytical and problem-solving skills; detail oriented.</li>\n <li>Effective communicator, able to collaborate with diverse teams and influence at all levels.</li>\n <li>Proven ability to provide strategic guidance and manage competing priorities in a high-profile, fast-paced setting.</li>\n <li>Willingness and ability to travel throughout the NY/NJ Metro Area as needed.</li>\n</ul>\n<p style=\"margin-left:0in\">Why Arcadis?</p>\n<p style=\"margin-left:0in\">We can only achieve our goals when everyone is empowered to be their best.
