This role will drive program success by overseeing enterprise IT services, system sustainment, cybersecurity compliance, and DevSecOps initiatives. The ideal candidate has a strong IT program management background in defense, DHS, or USCG environments, with expertise in managing mission-critical IT systems, cybersecurity operations, and cloud security frameworks.</p>\n<p> </p>\n<p><em>This role is hybrid (periodically onsite at US-NC-Elizabeth City) and requires the ability to obtain a favorable Tier 1 background investigation for unclassified systems.</em></p>\n<h2>Duties & Responsibilities</h2>\n<p><strong>Program Leadership & IT Governance</strong></p>\n<ul>\n <li>Plan, initiate, and manage IT projects supporting legacy applications and enterprise IT systems.</li>\n <li>Lead DevSecOps, Agile IT operations, cybersecurity, and IT infrastructure projects to support Coast Guard aviation maintenance and logistics.</li>\n <li>Ensure program compliance with DoD Risk Management Framework (RMF), USCG Commandant Instructions, DHS security policies, and FedRAMP cloud security requirements.</li>\n <li>Provide technical direction and oversight for IT programs, ensuring alignment with Coast Guard mission needs.</li>\n <li>Identify and implement change management and process improvement strategies to enhance IT program efficiency.</li>\n <li>Monitor progress to ensure adherence to deadlines, standards, cost targets, and contractual obligations.</li>\n <li>Act as the primary point of contact for government stakeholders, ensuring clear communication, reporting, and performance alignment.</li>\n <li>Oversee subcontractor coordination and external team collaboration to meet program objectives.</li>\n</ul>\n<p><strong>Enterprise IT & Cybersecurity Operations</strong></p>\n<ul>\n <li>Oversee IT service delivery improvements leveraging ITIL best practices and Agile methodologies.</li>\n <li>Manage software development, system administration, vulnerability management, and change control boards (CCBs).</li>\n <li>Direct security initiatives, including ATO renewals, vulnerability mitigation, and cybersecurity incident response.</li>\n <li>Support the implementation of cloud technologies (AWS, Azure) and modernization of USCG IT systems.</li>\n</ul>\n<p><strong>Network & Infrastructure Management</strong></p>\n<ul>\n <li>Support network architecture, fiber/cable installation, testing, troubleshooting, and management.</li>\n <li>Ensure full wide-area, metropolitan area, campus area, and data center network administration.</li>\n <li>Administer IPAM, NTP, ITSM systems, incident response, and network security operations.</li>\n <li>Support Communications Security (COMSEC) account management, key material, and encryption services.</li>\n</ul>\n<h2>Qualifications</h2>\n<p><strong>Required</strong>:</p>\n<ul>\n <li>Five (5) years of experience providing technical direction and project management.</li>\n <li>Three (3) years of supervisory experience in addition to the five years listed above.</li>\n <li>Five (5) years of experience with change management and process improvements.</li>\n <li>Bachelor’s or Associate degree in Computer Science, Math, Information Technology, Engineering, Business Management, or related field.</li>\n <li>Alternatively, an IT certification (e.g., PMP) with five years of experience is considered equivalent to two years of education.</li>\n <li>Eligibility for a favorable Tier 1 background investigation for unclassified systems.</li>\n <li>Strong leadership, communication, and stakeholder engagement skills.</li>\n <li>Experience managing IT service delivery, cybersecurity, and IT governance aligned with DoD, DHS, or USCG standards.</li>\n <li>Expertise in IT service management tools (e.g., ServiceNow, Remedy, or equivalent).</li>\n</ul>\n<p><strong>Desired</strong>:</p>\n<ul>\n <li>Experience supporting USCG IT programs in aviation logistics, maintenance, or operational technology.</li>\n <li>Knowledge of Coast Guard Commandant Instructions, DHS cybersecurity policies, and DoD RMF processes.</li>\n <li>Understanding of DevSecOps, Agile methodologies, and cloud security frameworks.</li>\n</ul>\n<p><strong>Preferred Certifications:</strong></p>\n<ul>\n <li>Project Management Professional (PMP) or Agile Certification.</li>\n <li>CompTIA Security+ or equivalent cybersecurity certification.</li>\n <li>ITIL Foundation Certification (for IT service management best practices).</li>\n</ul>\n<p><strong>Work Location & Travel</strong></p>\n<ul>\n <li>Hybrid (Periodically onsite at US-NC-Elizabeth City).</li>\n <li>Occasional travel may be required to USCG sites and headquarters.</li>\n</ul>\n<h2>Our Equal Employment Opportunity Policy</h2>\n<ul>\n <li><strong>EEO and Affirmative Action Policy:</strong> DecisionPoint Corporation is an Equal Employment Opportunity and Affirmative Action employer.
