Description
Program Manager, Emergency Preparedness and Response (E-ISAC) Electricity Information Sharing and Analysis Center The Electricity Information Sharing and Analysis Center (E-ISAC) gathers and analyzes security data, shares appropriate data with stakeholders, coordinates incident management, and communicates mitigation strategies with stakeholders. The E-ISAC, in collaboration with the Department of Energy (DOE) and the Electricity Subsector Coordinating Council (ESCC) , serves as the primary security communications channel for the electric industry and enhances industry’s ability to prepare for and respond to cyber and physical threats, vulnerabilities, and incidents.
The E-ISAC is operated by NERC and is organizationally isolated from NERC’s enforcement processes.
Your Impact The Program Manager, Emergency Preparedness and Response serves as a central coordinator across incident response, business continuity, and crisis action functions across NERC and the E-ISAC. Reporting to the Vice President, E-ISAC Security Operations and Intelligence, this role is responsible for ensuring preparedness and response plans are aligned, maintained, and operationally effective through a Unified Command framework and industry best practices.
This position plays a critical role in supporting organizational resilience, enabling effective coordination during incidents, and strengthening internal and external response capabilities across NERC and the ERO Enterprise (NERC and its six Regional Entities). The Program Manager partners closely with cross-functional teams, industry partners, and sector organizations to support both organization-specific and industry-wide emergency response efforts.
Your Role In this role, you will:
Coordinate with plan owners across incident response, business continuity, and crisis action activities Support alignment and integration of existing plans to ensure they function cohesively during real-world events Lead day-to-day operational preparedness efforts, including plan updates, maintenance, training program, and continuous improvement Coordinate and execute response exercises, simulations, and readiness activities across internal teams Establish and support clear activation protocols, escalation pathways, and defined roles during incidents Support response activation efforts, including communications, situational awareness, and coordination across stakeholder groups Lead the maintenance of communication and situational awareness processes Develop and track preparedness and readiness metrics, identify gaps, and support remediation planning Take an active role in cross-sector and industry emergency response activities and working groups Coordinate NERC and the E-ISAC emergency management functions related to industry-wide response Manage relationships with internal stakeholders, external partners, and vendors supporting emergency preparedness and response
Qualifications
10+ years of experience in emergency management, incident response, crisis management, or similar operational environments Demonstrated experience developing, maintaining, and operationalizing emergency response or continuity plans Strong background in designing and delivering training or educational programs with the ability to translate complex concepts into clear, actionable guidance for diverse audiences Proven ability to coordinate across multiple teams and stakeholders in both steady-state and incident-driven environments Strong project management and organizational skills with attention to follow-through and execution Ability to perform effectively in fast-paced, high-pressure, and ambiguous situations Experience planning and leading response exercises and facilitating after-action reviews Familiarity with incident command systems, emergency management frameworks, and crisis coordination practices
Preferred Qualifications
5+ years of experience in the electricity sector or demonstrated familiarity with critical infrastructure environments Experience working with external partners and/or government entities Ability to obtain a U.S. Government Private Sector Security Clearance Vendor management experience related to preparedness, response, or operational support capabilities

Background check will be conducted prior to employment. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire. The position may be based remotely but must be able to travel to NERC offices or meeting locations if needed. Reimbursement of travel expenses will be in accordance with the company’s travel and expense reimbursement policies. Occasional travel to conferences or company events. This position is classified as exempt. This position is located in Washington, D.C., but work will be performed remotely.
