Why This Role Matters The Program Manager, Housing Services provides leadership for Avivo’s Transitional Recovery Lodging (TRL) program—an essential bridge for adults and families working toward recovery while participating in Intensive Outpatient Treatment. TRL serves individuals with histories of long‑term homelessness and substance use, offering stability, dignity, and support during a critical moment of change. This role blends people leadership, program operations, and mission-driven impact, ensuring participants receive high-quality, trauma‑informed services while supporting staff to do their best work. What You’ll Do Provide overall leadership and day‑to‑day oversight of Transitional Recovery Lodging, ensuring services are person‑centered, trauma‑informed, recovery‑oriented, and aligned with Housing First and harm‑reduction principles. Supervise, coach, and develop Program and Client Support Specialists, building a strong, accountable, and supportive team culture. Ensure 24‑hour program coverage and operational continuity, including participation in an on‑call rotation and providing direct support during urgent situations. Support participants throughout their stay and during successful transitions upon exit, including planning for housing, employment, education, and community connections. Develop, implement, and maintain program policies, procedures, and documentation in collaboration with leadership. Track, analyze, and report program outcomes, compliance requirements, and performance metrics using electronic health records and internal systems. Manage housing rosters, participant communications related to violations or move‑outs, and Emotional Support Animal (ESA) documentation. Build and maintain strong relationships with community partners, funders, and internal teams to enhance coordination and participant access to services. Participate in budgeting, contract monitoring, and funding compliance, communicating risks or changes to leadership. Actively advance Avivo’s commitment to undoing racism and reducing disparities by leading culturally responsive, inclusive practices and supporting team development in these areas. Schedule Full‑time, exempt role with a 32‑hour workweek , supporting strong work‑life balance. Typically Monday–Friday, daytime hours, with flexibility to meet program needs. Occasional evenings/weekends and participation in an on‑call rotation may be required. Qualifications What You Bring Required Associate degree + 3 years of experience, or Bachelor’s degree + 2 years of experience in human services or a related field. At least 2 years of supervisory experience, preferably in a behavioral health or housing‑related setting. Experience with—or a strong commitment to learning—harm reduction, trauma‑informed, recovery‑oriented services. Experience using electronic health records and managing multiple priorities in a dynamic environment. Helpful Experience Community mental health or co‑occurring disorders settings. Programs serving individuals with dual diagnoses and histories of homelessness. Operations or program management in behavioral health or supportive housing. Skills That Support Success Strong people leadership, coaching, and performance management skills. Sound professional judgment, problem‑solving ability, and ethical decision‑making. Clear, timely communication with staff, partners, and leadership. Ability to build trust, inspire accountability, and lead with dignity and respect. Comfort balancing structure with flexibility in a fast‑paced environment.
