This role is responsible for designing and overseeing monitoring methodologies, managing digital data collection processes, supervising field data collection, and producing high-quality analytical reports that support program decision-making.&nbsp;</p><p><strong><u>*This position is contingent upon award.&nbsp;<br></u></strong></p><p><strong>Location:</strong></p><p>Kyiv, Ukraine with frequent travel throughout Ukraine.</p><p><strong>Citizenship:</strong><em>&nbsp;</em></p><p>Ukraine</p><p><strong>Employment Type:</strong></p><p>Full Time</p><p><strong>What&nbsp;You&rsquo;ll Do:</strong></p><ul><li>Monitoring &amp; Evaluation Leadership<ol><li>Design and refine monitoring and evaluation methodologies for assessing the presence, condition, use, and effectiveness of program-provided assets.</li><li>Develop surveys, sampling strategies, indicators, and data collection tools that ensure accurate and reliable field reporting.</li><li>Manage digital data collection processes and platforms to ensure consistency and data quality.</li></ol></li><li>Field Oversight &amp; Quality Assurance<ol><li>Supervise and guide Ukrainian monitoring teams to ensure proper data collection practices are consistently applied.</li><li>Validate field data, ensure methodological integrity, and maintain accurate documentation.</li><li>Provide oversight and support for nationwide monitoring activities, including during field inspections.</li></ol></li><li>Data Analysis &amp; Reporting<ol><li>Analyze inspection data, inventory records, and compliance findings to identify trends, risks, and anomalies.</li><li>Conduct data cleaning and verification to maintain high-quality datasets.</li><li>Prepare monthly, annual, and ad hoc analytical reports, including narrative summaries and professional data visualizations.</li><li>Translate complex analytical findings into actionable recommendations for leadership and stakeholders.</li></ol></li><li>Program Support &amp; Coordination<ol><li>Advise program leadership on data-driven improvements to inspection planning and asset monitoring.</li><li>Support communication with partners and ensure data transparency for audits, reviews, and oversight processes.</li><li>Contribute to continuous improvement of monitoring strategies and operational effectiveness.</li></ol></li></ul><p><strong>What You&rsquo;ll Bring:</strong></p><ul><li>Bachelor&rsquo;s degree in monitoring and evaluation, statistics, public policy, international development, security studies, or a related field and 10 years&rsquo; experience. Or Master&rsquo;s degree and 4 years&rsquo; experience.</li><li>Minimum 4 years of professional experience in monitoring &amp; evaluation, data analysis, program assessment, or related roles.</li><li>Demonstrated experience designing surveys, indicators, log frames, theories of change, and monitoring frameworks.</li><li>Experience working in fragile, conflict, or post-conflict environments.&nbsp;</li><li>Strong quantitative and qualitative analysis skills.
