    "description": "<h2>Description</h2>\n<p>Markon  is seeking a senior-level Project Manager (PM3) to serve as an Onsite Owner's Representative for complex construction, tenant fit-outs, and infrastructure projects for Washington Headquarters Services (WHS).</p>\n<h2>Responsibilities</h2>\n<ul>\n <li>Act as the primary onsite PM and Owner's Rep for a portfolio of construction, facilities, and infrastructure projects with an aggregate value ranging from $50M to $100M. Serves as a senior advisor to Government stakeholders and is accountable for project execution, risk management, schedule performance, stakeholder coordination, and successful delivery of program objectives.</li>\n <li>Conducts site evaluations, field investigations, constructability reviews, and technical assessments to validate project requirements, identify risks, and develop recommended courses of action. Supports project planning activities including scope development, requirements validation, acquisition planning, and pre-bid support.</li>\n <li>Provides technical and project management support for the development of statements of work, independent government cost estimates (IGCEs), project schedules, design reviews, and construction acquisition packages. Reviews studies, reports, plans, specifications, and drawings to ensure alignment with project objectives and operational requirements.</li>\n <li>Leads day-to-day project execution activities including schedule management, construction progress monitoring, submittal tracking, permit coordination, contract administration support, funding execution tracking, and issue resolution. Evaluates project performance against established baselines and recommends corrective actions to maintain scope, schedule, and budget objectives.</li>\n <li>Independently plans, schedules, facilitates, and leads project, stakeholder, and program review meetings. Coordinates across Government organizations, contractors, designers, facility personnel, and external stakeholders to resolve issues, maintain project momentum, and support informed decision-making.</li>\n <li>Supports the Government's facility and asset management objectives by ensuring construction deliverables, as-built documentation, equipment inventories, and system data are properly transitioned into Maximo or similar EAM/CMMS platforms. Reviews and validates asset information to support operations, maintenance, and lifecycle planning activities.</li>\n <li>Supports project turnover and transition activities, ensuring facility systems, documentation, training requirements, and operational data are successfully transferred from construction teams to facility operations and maintenance organizations.</li>\n <li>Maintains and analyzes project and program performance data utilizing Excel, Maximo, AutoCAD, and web-based project management systems. Develops performance metrics, dashboards, schedules, and briefing materials to support project oversight and leadership decision-making.</li>\n <li>Develops and manages integrated project schedules and lifecycle milestone plans. Performs schedule analysis, identifies risks to project delivery, and recommends mitigation strategies to support successful program execution.</li>\n <li>Prepares and delivers written and oral briefings, technical reports, performance assessments, and executive summaries for Government leadership and program stakeholders. Regularly communicates project status, key risks, milestones, and recommendations.</li>\n <li>Provides leadership and mentorship to junior project managers and support staff, promotes project management best practices, and contributes to continuous improvement initiatives across the program.</li>\n</ul>\n<h2>Qualifications</h2>\n<ul>\n <li>Bachelor's Degree in Construction Management, Engineering, Architecture, Facilities Management, or a related field and ten (15) years of relevant experience; OR twenty (20) years of directly related experience in lieu of a degree.</li>\n <li>Demonstrated experience managing complex construction, facilities, infrastructure, or asset management programs valued between $50M and $100M.</li>\n <li>Demonstrated experience in one or more of the following: </li>\n <ul>\n  <li>MEP systems (Mechanical, Electrical, Plumbing)</li>\n  <li>Facilities Management and Building Operations</li>\n  <li>Asset Management Systems (Maximo, EAM, CMMS)</li>\n  <li>Construction Management and Capital Improvement Programs</li>\n </ul>\n <li>Experience supporting project lifecycle activities from planning and design through construction, commissioning, turnover, operations, and sustainment.</li>\n <li>Experience developing and presenting briefings, reports, and performance metrics to Government stakeholders.</li>\n <li>Working knowledge of AutoCAD, Maximo, Excel, and web-based project management systems.</li>\n <li>Experience with Microsoft Project and P6 software.</li>\n <li>Must be a U.S. Citizen.</li>\n <li>Must be able to obtain and maintain a Public Trust (HSPD-12) clearance.</li>\n</ul>\n<h2>Salary Range</h2>USD $115,000.00 - USD $135,000.00 /Yr.The Markon pay range for this position is a general guideline only and not a guarantee of compensation or salary.
