    "description": "<p><span style=\"font-weight: bold\">Job Purpose</span></p>\n<p><br><br></p>\n<p><em>The PACCCIL Vanuatu Project Coordinator is responsible for organising, coordinating, and </em><em>ensuring the effective implementation of the PACCCIL project in Vanuatu, and liaising with the </em><em>regional PACCCIL team around planning, coordination, implementation, and evaluation.</em></p>\n<p><em>He/She will be responsible for the leadership on the effective management of the project </em><em>through supporting VCAN secretariat. In addition, support VCAN into a smooth transition to </em><em>ensure its autonomy and sustainability to run and be able to manage its resources effectively.</em></p>\n<p><em>Working specifically on planning, implementing MEAL, Communications and Compliance </em><em>deliverables with the PACCCIL regional team.</em></p>\n<p><br><br></p>\n<p><span style=\"font-weight: bold\">Key responsibilities and Accountabilities</span></p>\n<p><br><br></p>\n<p><span style=\"font-weight: bold\">PACCCIL Core Responsibilities:</span></p>\n<p><br><br></p>\n<p>The PACCCIL Project Coordinator is responsible for the effective coordination, organisation,</p>\n<p>monitoring, and evaluation of all aspects of the PACCCIL program in Vanuatu through the</p>\n<p>following key outputs:</p>\n<p> </p>\n<ul>\n<li>Lead in the Influencing outcomes of the project at the national, regional, and global</li>\n</ul>\n<p>climate change spaces representing the context with which it is based in.</p>\n<ul>\n<li>Working with VCAN in planning and providing technical support to the VCAN</li>\n</ul>\n<p>coordinator in climate action matters for effective influencing and learning work.</p>\n<ul>\n<li>Steer the project in-country to support the Capacity Building needs identified by VCAN.</li>\n<li>Negotiate with VCAN on key priority work plans for PACCCIL every financial year.</li>\n<li>Support the development of the Learning Framework of PACCCIL.</li>\n<li>Ensure the effective management and delivery of the project outputs as stipulated in</li>\n</ul>\n<p>the project document and yearly country work plans.</p>\n<ul>\n<li>Lead in the socialization of strategies supported by the project to support VCAN in its</li>\n</ul>\n<p>climate action work</p>\n<ul>\n<li>Support the regional team by leading in country-based reporting both internally and</li>\n</ul>\n<p>externally.</p>\n<p><br><br></p>\n<p><span style=\"font-weight: bold\">Program Specialty</span></p>\n<p><br><br></p>\n<p>Ensure coordinated planning, implementation, monitoring, evaluation, learning and</p>\n<p>documentation of all PACCCIL related activities and programs through creating and</p>\n<p>participating in the Vanuatu PACCCIL team and the Oxfam in the Pacific PACCCIL</p>\n<p>team.</p>\n<p> </p>\n<ul>\n<li>In collaboration with the Network Support Officer lead, develop, coordinate and</li>\n</ul>\n<p>implement the good practices learning component of the PACCCIL project, including</p>\n<p>the development of learning and knowledge materials from VCAN for wider</p>\n<p>amplification</p>\n<ul>\n<li>Support VCAN and government and other stakeholders in coordinating organizational</li>\n</ul>\n<p>capacity assessment on capacity development for effective governance for</p>\n<p>sustainability.</p>\n<ul>\n<li>Explore and lead in business development opportunities for and with VCAN.</li>\n<li>Undertakes risk assessment for the project on a bi-annual basis (January/July) and</li>\n</ul>\n<p>ensures Oxfam’s safeguarding policy is adhered to with partners it engages with.</p>\n<p><br><br></p>\n<p><span style=\"font-weight: bold\">Operations / Business Services</span></p>\n<p><br><br></p>\n<ul>\n<li>Management of PACCCIL country budgets and procurement</li>\n<li>Ensure the development and delivery of PACCCIL monitoring and evaluation and the</li>\n</ul>\n<p>implementation of the MEAL Plan in the Vanuatu context.</p>\n<ul>\n<li>Responsible for Vanuatu related PACCCIL project narrative and all other reporting in</li>\n</ul>\n<p>compliance with Oxfam and donor requirements</p>\n<ul>\n<li>Ensure PACCCIL compliance to Oxfam’s policies and relevant sector codes of good</li>\n</ul>\n<p>practice</p>\n<p><br><br></p>\n<p><span style=\"font-weight: bold\">Management</span></p>\n<p><br><br></p>\n<ul>\n<li>Oversees the Networking Officer’s work to develop strong relationship between</li>\n</ul>\n<p>network members and Oxfam</p>\n<ul>\n<li>Lead in national campaigns and support the development of influencing capacity in</li>\n</ul>\n<p>Oxfam in Vanuatu’s partners and networks</p>\n<ul>\n<li>Collaborate with the other members of the PACCCIL team to develop capacity,</li>\n</ul>\n<p>increase influencing, enhance relations and connections, and optimize Oxfam in</p>\n<p>Vanuatu and its partners and networks’ effectiveness in the area of Climate Change</p>\n<ul>\n<li>Support the capacity development of other staff members as required and encourage</li>\n</ul>\n<p>learning between programs especially around climate change, network coordination</p>\n<p>and collective action</p>\n<ul>\n<li>Ensure that gender is mainstreamed in all aspects of PACCCIL’s work</li>\n</ul>\n<p><br><br></p>\n<p><span style=\"font-weight: bold\">Representation and Relationships</span></p>\n<p><br><br></p>\n<ul>\n<li>Provide the lead coordination role for Oxfam in Vanuatu PACCCIL</li>\n<li>Represent Oxfam in Vanuatu and PACCCIL at public meetings, with the government,</li>\n</ul>\n<p>and at national, regional and global meetings, as required</p>\n<ul>\n<li>Develop and maintain professional networks and relations with related NGOs, donor</li>\n</ul>\n<p>agencies, academic institutions, other networks, organisations and individuals at all</p>\n<p>levels</p>\n<ul>\n<li>Seek opportunities for publication of research findings and manage all PACCCIL</li>\n</ul>\n<p>related publication submissions</p>\n<p><br><br></p>\n<p><span qualification is desirable;</p>\n<ul>\n<li>Knowledge in COPs and the UN Climate Agreements</li>\n<li>Knowledge of and experiences in COPs and UN agreements on Climate Change</li>\n</ul>\n<p>including climate policies at the national, regional, and international level</p>\n<ul>\n<li>Extensive experience in climate change, including formal education, and professional</li>\n</ul>\n<p>work in influencing and community action</p>\n<ul>\n<li>Extensive experience working with government at the local, national and international</li>\n</ul>\n<p>level</p>\n<ul>\n<li>Analytical and report writing skills</li>\n<li>Financial and management skills</li>\n<li>Strong knowledge of community-based climate change adaptation / climate action</li>\n<li>Strong facilitation skills and experience in
