Description
Job Purpose
The PACCCIL Vanuatu Project Coordinator is responsible for organising, coordinating, and ensuring the effective implementation of the PACCCIL project in Vanuatu, and liaising with the regional PACCCIL team around planning, coordination, implementation, and evaluation.
He/She will be responsible for the leadership on the effective management of the project through supporting VCAN secretariat. In addition, support VCAN into a smooth transition to ensure its autonomy and sustainability to run and be able to manage its resources effectively.
Working specifically on planning, implementing MEAL, Communications and Compliance deliverables with the PACCCIL regional team.
Key responsibilities and Accountabilities
PACCCIL Core Responsibilities:
The PACCCIL Project Coordinator is responsible for the effective coordination, organisation,
monitoring, and evaluation of all aspects of the PACCCIL program in Vanuatu through the
following key outputs:
Lead in the Influencing outcomes of the project at the national, regional, and global
climate change spaces representing the context with which it is based in.
Working with VCAN in planning and providing technical support to the VCAN
coordinator in climate action matters for effective influencing and learning work.
Steer the project in-country to support the Capacity Building needs identified by VCAN.
Negotiate with VCAN on key priority work plans for PACCCIL every financial year.
Support the development of the Learning Framework of PACCCIL.
Ensure the effective management and delivery of the project outputs as stipulated in
the project document and yearly country work plans.
Lead in the socialization of strategies supported by the project to support VCAN in its
climate action work
Support the regional team by leading in country-based reporting both internally and
externally.
Program Specialty
Ensure coordinated planning, implementation, monitoring, evaluation, learning and
documentation of all PACCCIL related activities and programs through creating and
participating in the Vanuatu PACCCIL team and the Oxfam in the Pacific PACCCIL
team.
In collaboration with the Network Support Officer lead, develop, coordinate and
implement the good practices learning component of the PACCCIL project, including
the development of learning and knowledge materials from VCAN for wider
amplification
Support VCAN and government and other stakeholders in coordinating organizational
capacity assessment on capacity development for effective governance for
sustainability.
Explore and lead in business development opportunities for and with VCAN.
Undertakes risk assessment for the project on a bi-annual basis (January/July) and
ensures Oxfam’s safeguarding policy is adhered to with partners it engages with.
Operations / Business Services
Management of PACCCIL country budgets and procurement
Ensure the development and delivery of PACCCIL monitoring and evaluation and the
implementation of the MEAL Plan in the Vanuatu context.
Responsible for Vanuatu related PACCCIL project narrative and all other reporting in
compliance with Oxfam and donor requirements
Ensure PACCCIL compliance to Oxfam’s policies and relevant sector codes of good
practice
Management
Oversees the Networking Officer’s work to develop strong relationship between
network members and Oxfam
Lead in national campaigns and support the development of influencing capacity in
Oxfam in Vanuatu’s partners and networks
Collaborate with the other members of the PACCCIL team to develop capacity,
increase influencing, enhance relations and connections, and optimize Oxfam in
Vanuatu and its partners and networks’ effectiveness in the area of Climate Change
Support the capacity development of other staff members as required and encourage
learning between programs especially around climate change, network coordination
and collective action
Ensure that gender is mainstreamed in all aspects of PACCCIL’s work
Representation and Relationships
Provide the lead coordination role for Oxfam in Vanuatu PACCCIL
Represent Oxfam in Vanuatu and PACCCIL at public meetings, with the government,
and at national, regional and global meetings, as required
Develop and maintain professional networks and relations with related NGOs, donor
agencies, academic institutions, other networks, organisations and individuals at all
levels
Seek opportunities for publication of research findings and manage all PACCCIL
related publication submissions

Skills and Experience:
University degree in a subject related to climate change, international development,
NGO management or equivalent qualification is desirable;
Knowledge in COPs and the UN Climate Agreements
Knowledge of and experiences in COPs and UN agreements on Climate Change
including climate policies at the national, regional, and international level
Extensive experience in climate change, including formal education, and professional
work in influencing and community action
Extensive experience working with government at the local, national and international
level
Analytical and report writing skills
Financial and management skills
Strong knowledge of community-based climate change adaptation / climate action
Strong facilitation skills and experience in encouraging participatory engagement
Experience in the development of strategies to influence positive change, including
participation in regional and international bodies
Experience coordinating diverse stakeholders and preferably experience in collaborative programs/networks
Experience liaising with communities, governments, donors, public representation
Experience organising workshops and events
