Description

The Crew Chief supervises drivers and labor crews responsible for maintaining City parks and recreation facilities, public service infrastructure, equipment, and streets throughout the City of Douglasville, and ensures work is performed safely, efficiently, and in accordance with departmental standards. The Crew Chief performs duties across divisions as operational needs require, with responsibilities considered interchangeable among divisions with similar functions. ESSENTIAL JOB FUNCTIONS Parks and Recreation Supervises and assists equipment operators and labor crews engaged in parks and grounds maintenance activities.• Plans, supervises, and oversees small to large park projects from initiation through completion, ensuring work is performed efficiently and in accordance with department standards. Locates, identifies, and assigns daily job tasks for labor crews based on operational priorities and staffing needs. Assists in providing safety training for labor crews and reinforces safe work practices during daily operations. Operates light to heavy equipment as needed to support maintenance activities and project completion. Inspects and evaluates assigned jobs during progress and upon completion to ensure quality, safety, and compliance with established standards. Trains laborers and equipment operators; instructs staff in proper work methods, rules, and applicable industry standards. Ensures appropriate safety standards and procedures are consistently followed on all assignments. Facilitates problem-solving related to equipment scheduling, work assignments, and employee concerns to maintain productivity and morale. Coordinates and submits recommendations for purchasing equipment and supplies necessary for departmental operations; maintains inventory records for assigned equipment. Maintains the appearance, cleanliness, and proper functioning of department vehicles, tools, equipment, park grounds, athletic areas, playgrounds, pools, maintenance shops, and facilities. Ensures all park grounds and facilities are maintained in a safe condition and free from hazards for public use. Participate in budgeting activities by coordinating and submitting recommendations to the department supervisor. Ensures department budgetary guidelines and purchasing policies are followed by all assigned crew members. Performs hands-on labor and equipment operation as necessary, including routine park maintenance activities such as mowing, planting, watering, and trash removal, alongside assigned crews. Supervises and manages inmate crew chiefs and community service workers in accordance with established policies and procedures. Performs other related duties as required. MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS High School Diploma or equivalent; five (5) years of progressively responsible experience in a related work environment; or an equivalent combination of education and experience. KNOWLEDGE, SKILLS AND ABILITIES Knowledge of the geographic layout of City streets, parks, facilities, and rights-of-way, including traffic patterns and service routes. Knowledge of occupational hazards required safety precautions, and applicable OSHA, Georgia DOT, traffic laws, ordinances, and operational regulations. Knowledge of departmental and City policies, procedures, rules, and standards governing public services and parks operations. Knowledge of facility, grounds, athletic field, turf maintenance practices, and minor equipment and vehicle maintenance and repair. Skill to safely operate assigned vehicles, tools, and heavy equipment under varying weather, traffic, and field conditions. Skill to identify equipment malfunctions, assess maintenance needs, and coordinate timely corrective actions. Skill to communicate clearly and effectively, both orally and in writing, and interact tactfully with employees, supervisors, and the public. Ability to supervise, direct, and evaluate the work of assigned personnel to efficiently achieve departmental objectives while enforcing safety standards. Ability to respond to operational needs on an on-call basis, evaluate service issues or complaints, and work effectively as part of a team. CERTIFICATION, LICENSE AND SPECIAL REQUIREMENTS A valid State of Georgia Class “B” Commercial Driver’s License (CDL) is required and must be obtained within twelve (12) months of employment. For Parks and Recreation assignments, the incumbent must obtain Certified Playground Safety Inspector (CPSI) certification within one (1) year of employment; training and certification will be provided by the employer. PHYSICAL DEMANDS The work requires the ability to perform heavy physical labor, including frequent standing, walking, bending, stooping, kneeling, crouching, climbing, crawling, pushing, pulling, lifting, and carrying materials and equipment; using hands and fingers for grasping, handling, fingering, and feeling; reaching above, at, and below shoulder level; performing repetitive motions; and maintaining visual, hearing, and mental acuity sufficient to safely operate vehicles, tools, and equipment and to supervise assigned personnel for extended periods. WORK ENVIRONMENT The work is typically performed outdoors in a dynamic and changing environment and may involve exposure to varying weather conditions, traffic, uneven terrain, loud noise, moving equipment, and other operational hazards associated with public services, parks, and sanitation activities. The position requires adaptability and responsiveness to changing schedules, priorities, work locations, and service demands.
