Description
SUMMARY: Duties for this position must be done in a confidential manner pursuant to AR Code Annotated 9-27-309. The Assistant Chief Probation Officer (ACPO) serves directly under the Chief Probation Officer and is responsible for supervision of all Juvenile Probation Staff, and management of Juvenile Probation Office.
Serve alongside the CPO as a liaison between the court, juvenile probation office, community and other agencies, and should be able to work with minimum supervision. This position requires an individual with excellent verbal and written communication skills. Must have strong skills in prioritizing, decision making and resolving problems and represent the Benton County Juvenile Court in a professional, tactful, and efficient manner.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Must be on call twenty-four hours per day, seven days per week to guide staff through difficult circumstances. The ACPO will assume the responsibilities of the Juvenile Probation Supervisor and Juvenile Intake Supervisor in their absence. Maintain confidentiality pursuant to AR Code Annotated 9-27-309. Maintain knowledge of all financial accounts associated with the juvenile court and maintain knowledge of the billing process. Implementation of any programs, services or procedures required by the county or state. Lead or assign any educational or professional development opportunities to all community entities and staff. Mediate and intervene between parents and juveniles in crisis situations. Interpret and abide by the Juvenile Code and other state and federal laws. The ACPO is overall responsible for the supervision for up to (20) Certified Field Juvenile Probation and Intake Officers. The ACPO shall be responsible monitoring daily work performance, monitoring time off requests, assist with maintaining employee files, and continuing education credits for state reimbursement. Supervise individuals in such a manner that promotes independent decision making and problem-solving skills. Must be accessible to personnel when needed to advice or counsel. Guide personnel to ensure that all policies and procedures are being properly followed. Process invoices for payment. Submit billing and program information to outside agencies for reimbursement to the county. Assist CPO with writing grant applications for various programs and services and ensure that application is made appropriately. Orally present grant proposals to various committees for approval. Monitor objectives and grant performance. Submit billing and program information to outside agencies for reimbursement to the county. Assist the management of county equipment including home monitoring units, county vehicles, computers, fax machines, copier and telephone equipment. Responsible for documentation of money spent when out-of-town for various functions. Maintain inventory on all county equipment over $5000.00. In the absence of the CPO, attend Quorum Court meetings and other public meetings. Serve as a liaison between the probation office, court system and general public. Maintain a relationship with schools, attorneys and other agencies that will encourage a better understanding of the function, objectives and accomplishments of juvenile court and the juvenile probation office. Assist the CPO with office procedures and policies in compliance with the Juvenile Code that correlate with the goals and philosophy of the Juvenile Probation Office. Develop and maintain employee job descriptions. Interviewing and hiring of new employees. Assist the CPO with compiling statistical data for annual reports, grant opportunities, community functions, and presentations. Perform clerical duties that include word processing, data entry, photocopying, scanning, and filing, prepare and send mailings/correspondence and fax documents. Regular and reliable attendance.
QUALIFICATION REQUIREMENTS:
The ACPO must be professional, have initiative, exceptional time management, organizational skills, problem solving and decision-making skills; excellent written and verbal skills: ability to work well with other individuals and agencies; and be able to work with minimum supervision to successfully complete his/her duties. This individual must be a positive leader in the department and be able to guide others to share the goals and philosophy of the office.
The ACPO deals with professional people and agencies on a daily basis, involving furnishing and obtaining information and coordination of work. Contacts with county offices and officials, with other agencies including schools, Department of Human Services, Detention Centers, Medical Treatment Centers, Attorneys, Counselors, Law Enforcement agencies (local and out-of-state) parents and guardians of juveniles, Interstate Compact, Division of Youth Services and other Probation Offices (local and out-of-state).
The ACPO must maintain a professional demeanor at all times and have the ability to de-escalate intense situations.
The ACPO must have the ability to perform multiple tasks and work independently to ensure that both crisis situations and daily matters are handled accurately and efficiently.
Officers must maintain a current valid driver’s license.
EDUCATION and/or EXPERIENCE:
Must possess a four- year degree from an accredited college and have served as an Arkansas Certified Juvenile Probation Officer for a minimum of three (3) years. In addition to one (1) year supervisor / leadership experience.
OTHER SKILLS and ABILITIES:
A minimum of 12 hours of continuing education a year is mandatory. Preference is given to additional hours of training including drug/substance abuse issues, mental health areas, abuse and sexual abuse, dysfunctional family problems, divorce, etc.

WORK ENVIRONMENT:
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions.
The work environment consists of office, field, and home. The Assistant Chief Probation Officer is required to work within the structured office setting, remote access, other structural settings such as resource centers, police departments, and schools. The ACPO may be required to make home visits often visiting undesirable environments.
The hours of operation are dependent on the needs of the families or local organizations. ACPO must be available 24/7 and is often awakened in the middle of the night to make crucial decisions and handle any situation that may occur. ACPO must teach or attend classes or programs provided to juveniles after normal work hours.
Each environment shall be contingent upon the needs of the families, the probation office, and outside organizations.
