Description Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Our MISSION is to help ensure the security of the United States and its allies by providing high-hazard experimentation and incident response capabilities through operations, engineering, education, field, and integration services and by acting as environmental stewards to the Site’s Cold War legacy. Responsibilities Senior Nuclear Facilities Operations Specialist will account to the Deliberate Execution Manager in support of goals and missions established for the Operations Assurance Division. This position adheres to company protocols and regulatory requirements to ensure objectivity and fairness during in-field observations. Key Responsibilities: By following standardized facility protocols, formalize safety analysis documentation including operating procedures to ensure a consistent measurement of personnel performance and operational compliance. Mentor individuals working under DOE Order 422.1 Conduct of Operations requirements to ensure personnel understand and consistently apply operational standards critical to safety and performance. Employ experience and guidance to less experienced colleagues through practical application of procedures, sharing best practices to include one-on-one tutoring, shadowing during operational tasks, feedback, and structured review of operational documentation. Strive to promote and sustain high levels of operational discipline regarding the workforce’s ability to conduct: • Adherence to Procedures • Accurate Observation and Reporting • Timely Documentation • Effective Communication • Engagement in Training and Qualification • Continuous Improvement Conduct effective report writing after an in-field observation that provides clarity, accuracy, and objective information. Communicate issues and/or deficiencies in a logical manner that makes reading the report easy to navigate. Develop Conduct of Operations applicability matrices for Hazard Category 2 and 3 facilities using a systematic approach which establishes standards for safe and effective facility operations. Solicit input from both facility staff and project teams to tailor the matrices to address specific operational needs and hazards unique to each facility or project to ensure the matrices are comprehensive and practical. Conduct triennial updates soliciting feedback from facility and project contacts that incorporate operational changes, new hazards, and improvements identified since the previous update. Conduct gap analysis regarding facility implementation of CONOPS. Qualifications Bachelor’s degree in field related to the position or equivalent training and experience, plus at least 5 years of relevant, progressively responsible experience, which included 2 years’ experience in nuclear operations or nuclear maintenance such as those found at a DOE nuclear facility, commercial power plant, or US Navy Nuclear Propulsion Program; or experience with high explosives handling and operations; or chemical handling, storage, transfer, and controlled release activities. Proficient in using Power BI Desktop for report development and Power BI Service for publishing and sharing reports Familiar with or possess knowledge, skills, and abilities (KSAs) of Conduct of Operations per DOE O 422.1, Personnel Selection, Training, Qualification, and Certification Requirements per DOE O 426.2, Facility Safety per DOE O 420.1, Quality Assurance requirements per DOE O 414.1, Verification of Readiness to Start -up or Restart per DOE O 425.1, Human Performance Improvements per DOE STD-1028, and Price-Anderson Amendments Act requirements. Knowledge, skills, and ability to comply with requirements-based systems and adequately provide resolutions or corrective actions to address identified weaknesses or deficiencies. Familiar with standardized facility protocols. The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada). Work schedule will be 4/10s Monday through Thursday (subject to change). Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing. Must possess a valid driver’s license. MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 , “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted. Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required.
