      "content": "\n<li>Assist the Installation Energy Manager (IEM), Regional Energy Program Manager, and Public Works Energy Product Line in achieving a robust energy management program.</li>\n<li>Develop and implement actions/projects supporting facility maintenance, repair, and construction, incorporating energy and water conservation measures.</li>\n<li>Provide design review comments and project/program management support.</li>\n<li>Identify energy savings projects and provide construction coordination and oversight.</li>\n<li>Support planning, development, execution, and analysis of projects related to:</li>\n<li>Energy Program Selection Process (EPSP)</li>\n<li>Energy Savings Performance Contracts (ESPCs)</li>\n<li>Energy Resilience and Conservation Investment Program (ERCIP) projects</li>\n<li>Utility Energy Services Contracts (UESCs)</li>\n<li>Enhanced Use Leases (EULs)</li>\n<li>Power Purchase Agreements (PPAs)</li>\n<li>Electric Vehicle Supply Equipment (EVSE) projects</li>\n<li>Utilities Privatization (UP)</li>\n<li>2912 Program</li>\n<li>Renewable Energy projects</li>\n<li>Facilities Related Control Systems (FRCS) programs</li>\n<li>Smart Grid Program</li>\n<li>Microgrids and Battery Storage</li>\n<li>Promote, educate, and support the adoption of energy and water conservation measures.</li>\n<li>Optimize the use of utility resources (natural gas, electricity, solar, geothermal, water, wastewater, wind, etc.).</li>\n<li>Aid in developing energy and water plans, such as the Installation Energy Programs Summary (IEPS).</li>\n<li>Consider energy, water security, resiliency, and other initiatives to achieve savings.</li>\n<li>Provide energy engineering and energy management functions in:</li>\n<li>Project feasibility analysis</li>\n<li>Measurement and Verification (M&amp;V) of savings</li>\n<li>Alternative financing project facilitation</li>\n<li>Supply-side cost reduction</li>\n<li>Energy awareness promotion</li>\n<li>Operations and Maintenance (O&amp;M) efficiency enhancement</li>\n<li>New technology utilization (renewable energy sources)</li>\n<li>Maintain applicable security clearance(s) as required.</li>\n"

      "content": "\n<li>One of the following combinations of education and experience:</li>\n<li>Four-year engineering degree (preferably mechanical or electrical) and/or PE registration with 5+ years in energy management.</li>\n<li>Environmental Science, business, or related degree with 8+ years in energy management.</li>\n<li>Two-year technical degree with 10+ years in energy management.</li>\n<li>No college degree with 12+ years in energy management.</li>\n<li>Obtain Certified Energy Manager (CEM) or Professional Engineering License (PE) within 120 days.&nbsp;</li>\n"

      "content": "\n<li>Experience with the Army's annual energy reporting requirements (AEWRS).</li>\n<li>Experience in an Army DPW, Air Force BCE, or IMCOM PWC organization.</li>\n<li>Conducting energy audits.</li>\n<li>Experience with HVAC systems, boilers, chillers, and other energy-intensive equipment.</li>\n<li>Performing life-cycle cost analyses.</li>\n<li>Preparing and presenting formal multimedia presentations.</li>\n<li>Training others.</li>\n<li>Knowledge of the Army's DPW organization, ESPC process, UESC process, MCA program, and funding mechanisms (SRM, MCA, BOS).</li>\n<li>Knowledge of DoE's FEMP, DoD's ERCIP, Environmental Management Systems (EMS), and regulations governing historic structures.</li>\n"
