Finance Director
West Chester Township
The Community

West Chester hosts two outdoor summer concert series, a weekly farmers market, national sporting events, and several summer festivals.
West Chester maintains more than 400 acres of recreational space catering to active and passive park enthusiasts. MetroParks of Butler County manages another 430 acres of recreational space in West Chester at the Voice of America Park.
West Chester is served by the Lakota Local Schools with an enrollment of nearly 17,000 students in 22 buildings. Lakota Local Schools ranks among the state’s top school districts for academic excellence.
West Chester provides an exceptional quality of life for residents and has been recognized seven times as one of “America’s Best Places to Live” by Money Magazine. The Position
The Finance Director serves as West Chester Township’s chief financial strategist and a key member of the executive leadership team. This position provides organization-wide financial leadership, advises the Township Administrator and Board of Trustees on fiscal policy and long-term financial planning, and ensures the Township’s financial resources are managed in alignment with strategic priorities, operational needs, and community expectations. The Finance Director is responsible for leading budgeting, forecasting, capital planning, debt management, financial reporting, internal controls, investment oversight, and financial analysis to support responsible decision-making across the organization.
Strategic Financial Leadership: Serves as the Township’s senior financial advisor, providing guidance on fiscal policy, long-term planning, financial sustainability, organizational risk, and major operational and capital decisions. Budgeting and Forecasting: Leads the development, presentation, administration, and monitoring of the Township’s operating and capital budgets, including multi-year forecasting, revenue analysis, expenditure planning, and financial scenario modeling. Capital and Debt Planning: Supports strategic investment decisions through capital improvement planning, debt analysis, fund balance management, TIF/SIF planning, grant strategy, and evaluation of long-term financial impacts. Executive and Board Support: Prepares financial reports, presentations, recommendations, and policy analysis for the Township Administrator, Board of Trustees, department directors, and other stakeholders. Operational Leadership: Directs the Finance Division, including staff development, process improvement, internal controls, financial systems, audit coordination, compliance, and accurate financial reporting. Cross-Department Collaboration: Works closely with department directors to align financial resources with service delivery needs, capital priorities, staffing plans, and strategic initiatives. Public Accountability: Promotes transparency, accuracy, and clarity in financial communication with elected officials, staff, residents, businesses, auditors, financial advisors, and community partners. The Ideal Candidate
The ideal candidate for West Chester’s next Finance Director will be an experienced financial executive who can balance technical expertise with strategic leadership. This individual should be comfortable operating at both the policy and operational levels, translating complex financial information into clear recommendations for elected officials, executive leadership, department directors, and the public. The successful candidate will be forward-thinking, collaborative, and capable of evaluating current financial conditions while anticipating future needs, risks, and opportunities.
The Finance Director will have a proactive attitude, while always considering the impact of each decision on the organization’s operations and finances. This position requires a leader who can serve as a trusted advisor in high-level decision-making, capable of analyzing the current state, anticipating future needs, and maintaining fiscal responsibility. The Finance Director should be able to evaluate financial impacts across departments, identify emerging fiscal pressures, recommend sustainable funding strategies, and help guide the Township through complex financial decisions. The successful candidate will be expected to bring a broad organizational perspective and contribute meaningfully to discussions involving economic development, infrastructure investment, personnel planning, capital projects, technology, public safety funding, and long-term community priorities.
Requirements
Minimum Qualifications Bachelor’s degree in accounting, finance, public administration, or related field Seven (7) or more years of progressively responsible financial management experience Five (5) or more years of supervisory, management, or executive leadership experience Preferred Qualifications Master’s degree in finance, accounting, public administration, or a related field Active CPA License, CPFO, CGFM, or other relevant professional certifications Prior senior-level finance experience in a township, municipality, county, school district, other public-sector organization, or complex nonprofit organization Experience with Ohio public finance, governmental accounting, public budgeting, debt management, capital improvement planning, TIF funding, grants, audits, and financial transparency requirements Compensation
The terms of employment and starting salary are negotiable, with an excellent benefit package. The expected hiring range is $130,080 to $150,742, depending on qualifications; the maximum salary for the position is $183,511.
Housing/moving assistance negotiable upon offer.
