Context of Role
WISH 2 (Women’s Integrated Sexual Health) is one of three components of the overarching WISH Dividend programme that is being procured by the UK Foreign, Commonwealth, and Development Office (FCDO). IPPF is the prime contractor on Lot 2 – Eastern and Southern Africa (ESA) covering the following countries: Burundi, Ethiopia, Madagascar, Somalia, South Sudan, Sudan, and Zambia. This role:
Works in close collaboration with the Regional Lead, Health Systems and Financing, the IPPF Country Manager, Burundi, the Association Burundaise pour le Bien être Familial (ABUBEF) and other consortium partners in Burundi to identify and deliver a coherent technical assistance (TA) plan to support national and local governments to strengthen health systems and increase domestic investments in SRH/FP (WISH 2 output 3). Establishes effective working relationships with the Ministry of Public Health (MoPH), Civil Society Organisations (CSOs) and other agencies and individuals working in SRH/FP at national and local level. Ensures TA strategies are locally led and aligned with national policies and plans and embedded within government systems and processes to ensure national ownership and sustainability. Building on WISH 2 Political Economy analysis (PEA), continually assesses political economy dynamics at national and regional level and ensures that TA approaches reflect the evolving political economy dynamics, including entry-points and obstacles.
Role Purpose
To lead the design, implementation and monitoring of health systems strengthening and sustainability interventions as part of the WISH2 programme in Burundi, with a focus on an improved policy environment and increased domestic investment in Sexual and Reproductive Health and Rights and Family Planning.
Deliverables
Programme delivery
In consultation with national stakeholders, lead the identification, implementation and refinement of strategies to improve the SRHR policy environment and increase domestic investment in FP/SRH by unlocking bottlenecks in the system and drawing on political levers of change. Work with the Country Manager to develop the annual workplan, ensuring activities and milestones contribute to sustainable results, and are aligned with the Country Policy Overview and Engagement Plans (CPOEPs). Ensure achievement of quarterly milestones and logframe indicators relating to domestic financing, policy and planning and accountability systems Ensure the TA strategies are designed and implemented to deliver value for money (VfM) and support documentation of how this is achieved Contribute to quarterly reporting including by leading the development of Terms of Reference (TORs) and milestone reports relating to output 3. Technical Assistance
Lead the adaptation and application of WISH 2 tools and approaches that have been designed to support national ownership of SRH/FP. These include budget analysis and tracking tools, diagnostic tools to identify and address blockages in the public financial management (PFM system), and tools to deepen understanding of political economy dynamics. Work with government counterparts and advocacy coalitions to collect, analyse, interpret and present health budget data and support its use for decision-making and prioritisation. Build the capacity of government officials and civil society organisations to better understand the annual planning and budgeting process and to identify entry points for influence at all levels (national, sub-national and facility). Support the development of advocacy materials drawing on latest available evidence, referring to benchmarks where appropriate and ensuring messaging is aligned with the interests of decision-makers. Support identification and coordination of short-term technical assistance to achieve health systems strengthening and sustainability goals and results Relationship management and coordination
Maintain an excellent relationship with all WISH 2 consortium partners in Burundi, providing technical advice when required, sharing experiences and identifying synergies. Learning and technical exchange
Participate in technical exchange and learning across WISH 2 country teams in ESA and WACA and, across the sector and ensure the application of global best practice within the programme. Contribute to documentation of results and the publication and dissemination of research and programmatic learning. Maintain expertise in Health Systems Strengthening, Health Financing and Sexual and Reproductive Health through engagement with sector initiatives and continuous self-development.
Essential Skills
Bachelor’s degree in economics, public health, health economics, health management or related field. Technical specialism in Health Systems Strengthening and Health Financing, ideally with a focus on domestic resource mobilisation, public financial management, political economy analysis and health budget advocacy Demonstrated ability to provide high quality, demand-driven technical assistance to national stakeholders including national and local governments, civil society organisations and other local institutions in Sub-Saharan Africa Expertise in systems thinking, and the development and application of tools and approaches to diagnose health systems bottlenecks and facilitative collaborative action planning and prioritization. At least five years’ experience in working with national stakeholders and institutions to develop strong relationships and to build skills and competencies e.g. in health financing concepts or budget analysis In depth understanding of Sexual and Reproductive Health and Rights and Family Planning (SRHR/FP) in developing countries Proven ability to successfully manage and provide backstopping support to individuals and teams in remote settings through in-person and virtual engagement Ability to analyse, interpret and present data (eg government budgets) so that it is easily understood by non-experts Excellent skills in written and verbal communication Proven ability to network and manage relationships with clients (particularly FCDO) consultants and technical team members Self-starter as well as good team-worker Ability to actively contribute to programme design and adaptation in health systems strengthening, health financing, governance and beyond. Demonstrated ability to contribute to technical delivery of programmes. Demonstrated interpersonal skills that enables effective team building and problem solving.
