    "ExternalDescriptionStr": "<p>The HSE Specialist role will be an integral part of the facility management team. &nbsp;This role will drive the implementation of the HSE management system while continuing to identify and eliminate HSE related risks. The HSE Specialist will be integral in OSHA and TCEQ compliance, incident investigation, and continued improvement of HSE programs.</p>\n<p>&nbsp;</p>\n<p><strong>PRIMARY DUTIES &amp; RESPONSIBILITIES</strong></p>\n<ul>\n <li>Work with and support local managers in the implementation and maintenance of HSE processes and programs, including the EPS Global HSE Management System (HSE 360).</li>\n <li>Ensure required HSE related inspections and audits are performed, and proper corrective action is taken when necessary.</li>\n <li>Ensure HSE elements of new employee orientation programs are delivered.</li>\n <li>Lead or participate in detailed incident investigations and promote injury prevention using the hierarchy of controls approach for the benefit of employees and visitors.</li>\n <li>Partner with site leadership and employees to solve problems and ensure corrective actions are completed and validated to prevent the potential reoccurrence of similar incidents.</li>\n <li>Create open lines of communication with employees and leadership.</li>\n <li>Periodically review HSE related programs, policies, and procedures and recommend changes where necessary.</li>\n <li>Ensure job hazard analyses (JHA) are up to date to confirm safeguards are adequately identified and implemented and that changes have been communicated to affected employees.&nbsp;</li>\n <li>Initiate work orders for equipment repair, as needed for HSE requirements.</li>\n <li>Coordinate with HR and Workman’s Compensation personnel, as needed when an injury occurs.</li>\n <li>Maintain Safety Data Sheets and other hazardous communication information regarding chemicals used in the workplace.</li>\n <li>Manage recordkeeping and reporting requirements associated with environmental permits including storm water permits, air permits, waste disposal, and other reporting.</li>\n <li>Act as primary contact in the event of HSE inspections from internal and external sources</li>\n <li>Participate in meetings and perform toolbox talks as needed.</li>\n <li>Availability may be required outside of normal hours including some evenings or weekends.</li>\n</ul>\n<p>Additional duties as assigned</p>\n<p><strong>EDUCATION &amp; EXPERIENCE QUALIFICATIONS</strong></p>\n<ul>\n <li>B.S. degree in a field related to HSE or science or a related technical discipline</li>\n <li>2-5 years of prior HSE experience</li>\n <li>ASP, CSP, or CSHO certification preferred</li>\n <li>Demonstrated ability to interpret, apply and communicate Federal (specifically, CFR Titles 29 and 40), State, and local safety and environmental regulations</li>\n <li>Must be able to communicate effectively</li>\n <li>Bilingual preferred</li>\n</ul>\n<p>Must be able to communicate and provide training for HSE related topics</p>\n<p><strong>JOB REQUIREMENTS</strong></p>\n<ul>\n <li>Ability to perform administrative tasks at desk (40-50% of the time) and walk/stand/be present in manufacturing areas (50-60%) of the time.</li>\n <li>Must be able to travel approximately 5% annually.</li>\n</ul>\n<p>All tasks as outlined above.</p>",
