Description
The Chief Operating Officer represents a pivotal leadership position within HSCSN, serving as the principal architect and steward of operational excellence across the organization. This executive bears ultimate accountability for the strategic direction and performance of multiple mission-critical departments that collectively form the operational backbone of the enterprise.
As a member of the executive leadership team, the COO will directly influence the organization's ability to fulfill its mission through optimized operations. This role requires a transformational leader who can balance operational efficiency with innovation while maintaining unwavering focus on service quality and organizational growth.

Minimum Education
Bachelor's Degree (Preferred)
Master's Degree advanced degree (Preferred)
Minimum Work Experience
8 years years of experience in managed care. (Required)
3 years years in managed care administration. (Required)
Job Functions
Essential job duties: Oversight of the operational functions in the Health Plan dedicated to Administrative Support, Claims Operations, Provider Relations and Network Management, Enrollee Services, Marketing and Outreach as appropriate based on Plan design. Lead dynamic growth in provider network and enrollment within the existing line of business and support new market growth. Optimize health plan operations performance, monitor key performance indicators and administrative cost structure. Build a strong relationship with IT to help identify technology and automation applications to improve the scalability of back-office functions. Serve as key liaison to Shared Services support functions and regulatory bodies as appropriate. Provide input on overall strategic direction of the Health Plan and assist in developing policies and programs to achieve business results. Ensures a strong connection and working knowledge of current status with local network development, provider relations, regulatory and contractual compliance. Provide strong enterprise level leadership and proactive direction to the organization, including mentoring, development and consistent communication to ensure a high level of performance. Establish a credible and influential position as a leader in the organizations Executive Leadership Team (ELT) and a trusted business expert with the Boart of Directors. Drive key operations teams projects, provider cost savings initiatives and cross organization initiatives representing the operations team. Collaborates with the Plan management team and others to develop and implement action plans for the operational infrastructure of systems, processes, and personnel designed to accommodate the growth objectives of the organization. Other job duties: May perform other duties in addition to those outlined in this job description. Leadership Excellence Work closely with C-suite colleagues to align operational strategies with corporate objectives. Provide operational insights that inform executive decision-making and organizational planning. Ensure operations perspective is represented in enterprise-wide initiatives. Provide clear direction and professional development to departmental leaders. Foster a culture of accountability, innovation, and continuous improvement. Establish performance expectations and management systems that drive operational excellence. Represent HSCSN with external stakeholders including providers, community organizations, and regulatory bodies. Build strategic partnerships that enhance service delivery and support HSCSN's mission. Serve as an organizational ambassador in relevant industry forums.

Blood Borne Pathogen Exposure Category II: Job may expose incumbent occasionally or in emergency situations to blood, body fluids, non-intact skin or tissue specimens.
Protected Health Information Access Level Level IV - Full Access Incumbents in this job may access any protected health information associated to a customer's needs, the service(s) rendered and the position's functions.
Working Environment This job operates in an office environment.
Physical Requirements Sedentary Work: Lifting 10 lbs. maximum and occasionally lifting and/or carrying such articles as dockets, ledgers and small tools. Although a sedentary job is defined as one that involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties. Jobs are sedentary if walking and standing are required only occasionally and other sedentary criteria are met.
