    "description": "<h2>Overview</h2>\n<ul>\n <li>Tier One Technologies is seeking a COBOL/CICS Developer to provide system development, enhancement, and maintenance support for a payroll application of our U.S. Government client.</li>\n <li>This will be a 100% remote Contract-to-Hire position.</li>\n <li>Must be a US Citizen.</li>\n <li>SELECTED CANDIDATES WITHOUT REQUIRED CLEARANCE WILL BE SUBJECT TO A FEDERAL GOVERNMENT BACKGROUND INVESTIGATION TO RECEIVE IT.</li>\n</ul>\n<h2>Responsibilities</h2>\n<ul>\n <li>Ensure that requirements comply with client requirements and government standards through formal verification methods.</li>\n <li>Translate high level product development strategies into system requirement specifications and works with other engineering disciplines to develop lower level detailed implementation requirements.</li>\n <li>Establish and coordinate development of standards, practices, and procedures as related to the overall product development.</li>\n <li>Design interfaces and bring system elements together so they work as a whole.</li>\n <li>Assess performance using evaluation criteria and technical performance measures.</li>\n <li>Customer liaison and support for business development activities and to understand and shape requirements.</li>\n <li>Participate in system conceptual design and documentation of the design concepts.</li>\n <li>Contribute in design reviews of components (hardware and software) to ensure applicability to the current system and traceability of requirements through compliance verification and validation.</li>\n <li>Generate system level requirements verification procedures and customer acceptance test procedures.</li>\n <li>Review test plans/procedures and ensure they meet the objectives of the contractual requirements and participate in the testing process to validate requirements.</li>\n <li>Modify existing databases and database management systems or direct programmers and analysts to make changes.</li>\n <li>Write and code logical and physical database descriptions and specify identifiers of database to management system or direct others in coding descriptions.</li>\n <li>Work as part of a project team to coordinate database development and determine project scope and limitations.</li>\n <li>Review project requests describing database users' needs to estimate time and cost required to accomplish project.</li>\n</ul>\n<h2>Qualifications</h2>\n<ul>\n <li>Bachelor's degree in computer science, software engineering or relevant field is recommended.</li>\n <li>5+ years of mainframe experience using COBOL, CICS, JCL, DB2.</li>\n <li>Prior experience working with FOCUS COBOL.</li>\n <li>Ability of designing, coding and testing software requirements.</li>\n <li>Basic knowledge of the full software development lifecycle: from business/systems analysis, through requirements gathering and functional specification authoring, to development, testing and delivery.</li>\n <li>Familiarity and knowledge of the Agile methodology is a plus.</li>\n <li>Ability to work independently.</li>\n <li>Strong verbal and written communication skills, problem solving skills, customer service and interpersonal skills.</li>\n <li>Must be a US Citizen (no dual citizenship).</li>\n <li>Able to obtain DoD Public Trust clearance.</li>\n <li>Must not have traveled outside the US for a combined total of 6 months or more in the last 5 years.</li>\n <li>Must have resided in the US for the last 5 years.</li>\n</ul>",
